Special Projects Manager - Level III (USAGM)

Job Details Job Location: Washington Headquarters - Washington, DC 20237 Salary Range: $83.17 - $83.17 Hourly PRIMARY RESPONSIBILITIES Serves as a senior advisor to upper level Agency elements in the identification and coordination of special project requirements related to physical and technical infrastructure requirements to effectively meet overall mission requirements. Provides key support for major initiatives that will have significant, entity-wide impacts. Responsible for addressing critical and necessary changes in the planning, development, execution, and ongoing sustainment of directorate initiatives. Gathers input from multiple stakeholders, and develops plans that balance operational need against budgetary constraints. Plans work and sets priorities; makes work assignments and measuring work results; setting standards, giving advice and feedback on performance and evaluation of projects. Provides advice on implementation and project strategy for the most effective utilization of assigned resources. Interface and collaborate with any outside entities (Project Managers, Integrators, Architects, Contractors, etc.) providing operational/production input and solutions. Coordinates complex plan execution between multiple local functional units, including directorate leadership, technical services, security, programmatic units, and other Agency level components as necessary. Coordinates with appropriate financial, operational, legal, and contracting managers in the development of detailed budgets and project timelines, and tracks expenditures through execution of project initiatives. Engages and coordinates with stakeholders and relevant partners to ensure that the strategy is communicated and easily understood by all parties throughout USAGM. Drafts documents in a variety of formats and lengths, including workflow analyses, resource utilization, implementation plans, project charts, etc. Prepares and provides oral presentations to a wide variety of high-level audiences, clearly distilling complex ideas into easily digestible concepts. Exercises leadership over all phases of special projects to include: Serves as a Team Lead to plan work, establish deadlines, objectives, and priorities and communicate to staff, including performance expectations; ensures quality and timeliness of organizational work products; assesses work to ensure that efficiency and customer service is maintained; and, makes adjustments as necessary. Determines staff training needs to maintain and enhance effectiveness. Prepares cost estimates, plans, budgets, and provides tracking, and project reporting as required in Agency guidelines. Research and develop project requirements to include resource and materiel requirements. Prepare Statements of Work, Independent Govt. Estimates, Market Research, and Technical Evaluation documents as required for review and execution by Agency contract elements. Coordinate with Agency contracting elements in facilitating procurement to include technical evaluation of proposals, vendor selection, etc. Works with assigned local Contracting Officer's Representatives (CORs) for all Agency's contracts associated with Special Projects to ensure that all the technical requirements under the contract including, but not limited to, review and approval of invoices are performed in a timely manner and effectively managed within the Agency financial systems. Qualifications SUPERVISORY CONTROLS Reports directly to agency Directorate-level entities who evaluate all work performed. Independently accomplishes objectives and performs assigned functions. Controversial or unprecedented problems are referred to and discussed with the Director. Completed work is subject to evaluation concerning conformance with requirements, management policy, and the accomplishment of objectives. Recommendations shall include, but, not be limited to, such areas as: Restructuring, reorienting, recasting immediate and long range goals, objectives, plans, and schedules to meet substantial changes in mission and/or funding requirements. Determinations of projects or program segments to be initiated, dropped, or curtailed. Reduced operating costs and assurance of mission effectiveness, including introduction of labor saving devices, automated processes, methods improvements, and similar elements. COMPLEXITY Analyzes, plans, directs, and evaluates assigned technical and administrative work, policies, and procedures affecting Agency workflow and efficiency. Work involves making decisions and often required to depart from past approaches and to extend traditional techniques or develop alternate techniques that meet or exceed primary broadcasting objectives and principles. Work often involves concurrent varied tasks requiring a mix of complex subject‑matter skills and expertise. i.e., engineering, human resources, general management, etc., to effectively comprehend and make decisions based on the interactions of the various skills.
