The Beacon Alliance is a transformative, regionally focused initiative established to advance healthcare access, capacity, and outcomes across the Permian Basin and be a national model for collaboration and partnership. Formed in early 2023 as the operating entity of Permian Basin Medical Center, the Alliance reflects a coordinated effort among leading industry, academic, philanthropic, and community stakeholders to address one of the most pressing barriers to sustained regional growth: access to high quality healthcare.

The Beacon Alliance builds on the foundation of the Permian Strategic Partnership, a consortium of leading energy companies formed in 2019 to strengthen quality of life across the region. Recognizing that workforce attraction and retention is directly tied to healthcare access, a coalition including the Permian Strategic Partnership, the Scharbauer Foundation, the University of Texas System, and Texas Tech University Health Sciences Center aligned around a shared vision to transform the regional healthcare landscape.

At the center of this vision is the development of a 400 plus acre, mixed use medical and innovation district designed to serve as a hub for advanced healthcare services, education, and community life. The master plan includes state of the art clinical facilities, academic partnerships to support workforce development, and residential and commercial components that enhance overall livability and long term sustainability of the region.

In parallel with physical development, the Beacon Alliance is advancing coordinated regional strategies to expand access to care, particularly across rural communities. Priority areas include behavioral health, telemedicine, specialty care access, trauma and emergency coordination, and chronic disease management. These initiatives are designed to improve early detection, expand service reach, and reduce disparities in health outcomes across the region.

Progress is already underway across several critical domains, including master development planning, expansion of regional healthcare services, advancement of health sciences education, and the securing of public and philanthropic funding. Early anchor projects include a 200 bed behavioral health center which opened it's doors May 2026 with plans to add other critical healthcare services.

Collectively, the Beacon Alliance represents a long term, coordinated investment in the health and vitality of the Permian Basin, positioning the region to sustain economic growth while significantly improving access to high quality, integrated healthcare for its communities.

The Permian Basin

The Permian Basin is one of the most strategically important economic and energy regions in the United States, and across the world, spanning West Texas and southeastern New Mexico and anchored by communities such as Midland and Odessa. Covering tens of thousands of square miles, the Basin serves as the operational and economic hub for a vast network of energy production, infrastructure, and related industries that support both regional growth and national energy security.

Recognized as the most productive oil region in the country, the Permian Basin produces more than 6 million barrels of oil per day and accounts for a substantial share of total U.S. output. Its scale, low cost structure, and continued technological innovation have positioned the region as a global leader in energy production and a cornerstone of the nation's long term energy supply.

This dominance translates directly into significant economic impact. The Permian Basin generates well over $100 billion annually for the U.S. economy and supports hundreds of thousands of jobs across Texas, New Mexico, and beyond. Despite representing a relatively small share of the population, the region contributes more than 8 percent of Texas' private sector GDP, underscoring its outsized influence on both state and national economic performance.

The region continues to experience sustained growth driven by energy activity and associated industries. Employment levels in the Midland Odessa area remain strong, with job growth consistently outpacing national averages and unemployment rates remaining low. At the same time, the population of the broader Permian region is rapidly growing as young workers and families relocate to take advantage of economic opportunity.

However, this rapid growth has also introduced meaningful strain on regional infrastructure and essential services. Healthcare is one of the most significant and visible gaps. The Permian Basin, like many rural and semi rural regions, faces persistent shortages of healthcare providers, particularly in primary care, behavioral health, and specialty services. National data indicates that the majority of rural counties in the United States experience provider shortages, with supply often falling well short of demand and creating barriers to timely, high quality care.

These dynamics create a unique paradox. The Permian Basin is both one of the most economically productive regions in the country and one of the most constrained in its ability to deliver comprehensive healthcare access at scale. As population growth and economic activity continue to accelerate, the need for investment in healthcare infrastructure, workforce development, and coordinated regional care models has become increasingly urgent.

As a result, the Permian Basin represents not only a powerful economic engine, but also a critical opportunity for innovation in healthcare delivery. Strategic investment in access, capacity, and care coordination has the potential to unlock continued growth while significantly improving the quality of life for the communities that underpin the region's success.

The Beacon Alliance was born out of a clear recognition that the Permian Basin's extraordinary growth trajectory would require a step change in healthcare access and capability to support and sustain its workforce. By bringing together leaders across the energy sector, philanthropy, academia, and healthcare delivery, the Alliance creates a uniquely collaborative platform to address these challenges at scale. Through this alignment, the Beacon Alliance is working to position the Permian Basin as a national model for community health, strengthening the region's ability to attract, retain, and support a thriving population.

Purpose of the Position

The Chief Executive Officer of the Beacon Alliance serves as the senior executive responsible for setting the vision, strategy, and overall direction of the organization. The CEO will lead the development and execution of enterprise priorities that advance the Alliance's mission to expand access to care, strengthen regional health infrastructure, and improve outcomes across the communities it serves.

Operating in a highly collaborative and multi stakeholder environment, the CEO will work closely with the Board of Directors, member health systems, community partners, and public and private sector leaders. A central focus of the role is aligning diverse interests, translating strategic priorities into measurable progress, and identifying opportunities for shared impact across the Alliance. The CEO will serve as the primary external representative, building relationships, securing resources, and positioning the Beacon Alliance as a leading model for collaborative, community focused healthcare transformation.

Profile and Responsibilities
• Brings demonstrated success leading complex, multi stakeholder development initiatives, ideally involving large scale real estate, infrastructure, or master planned communities
• Combines strong development acumen with the ability to engage credibly in healthcare, education, and community based initiatives
• Proven ability to operate in a start up or early stage environment, building organizations, structures, and momentum from an evolving vision
• Experience aligning diverse stakeholders including board members, public entities, health systems, universities, donors, and private sector partners
• Skilled in capital formation, fundraising, and developing sustainable financial models across public and private funding sources
• Strong executive presence with the ability to influence highly accomplished board members and community leaders with distinct and often competing priorities
• Politically astute with experience navigating municipal, regional, and state dynamics, including competing community interests
• Community oriented leader who can become a visible, trusted presence in Midland Odessa and engage deeply with donors, institutions, and residents

Responsibilities
• Develop and communicate a clear, compelling vision for the Beacon Alliance, aligning stakeholders around a shared strategy to advance healthcare access, education, and regional growth
• Lead the execution of the Beacon vision, prioritizing projects across more than 400 acres and sequencing development to drive near term momentum and long term impact
• Identify, structure, and close transformative partnerships with major health systems, academic institutions, and private developers to anchor the campus and elevate regional capabilities
• Drive the recruitment of flagship tenants and strategic partners, with a focus on securing catalytic healthcare assets that reduce outmigration and improve local access to care
• Establish and execute a sustainable financial strategy, including fundraising, public funding mechanisms, and private investment to support ongoing development
• Serve as the primary liaison to the Board of Directors, ensuring strong governance, clear communication, and alignment on priorities, investments, and performance
• Build and maintain relationships with key constituencies including hospital districts, universities, state agencies, philanthropic organizations, and industry leaders
• Navigate and align the interests of Midland and Odessa stakeholders, fostering collaboration and ensuring equitable regional impact
• Oversee development of organizational infrastructure, including team structure, operating processes, and performance management to transition from planning to execution
• Establish clear metrics to track progress across development, partnerships, funding, and community impact, ensuring accountability and transparency
• Champion initiatives that enhance quality of life, including healthcare, education, residential, and community amenities that support recruitment and retention of talent
• Represent the Beacon Alliance externally, elevating its profile and positioning it as a leading model for regional healthcare and economic development

The Candidate

The ideal candidate for the Chief Executive Officer of the Beacon Alliance will bring a combination of large scale development experience, stakeholder leadership, and the ability to execute in a highly dynamic, early stage environment.

• Experience leading large scale, multi phase development initiatives, ideally involving real estate, infrastructure, or mixed use environments

Stakeholder Engagement and Influence
• Proven ability to build trust and align diverse stakeholders including board members, public sector leaders, health systems, and private partners

Education

A Master's degree in business administration or a related field is preferred. Degree(s) must be obtained through an accredited institution. Education is verified.
