Clackamas County's Children, Family & Community Connections (CFCC) Division is seeking a Bilingual English/Spanish Program Aide 2 to join our Workforce Programs team! CFCC Workforce Programs provide customized employment and support services to eligible Clackamas County residents. The individuals we serve may be navigating significant life circumstances and barriers to employment, including homelessness, substance use disorders, mental health conditions, involvement with the justice system, poverty, and other challenges. In this role, you will provide essential program and administrative support that helps clients access services and keeps Workforce Programs operating effectively. You will serve as an important point of contact for program participants, staff, and community partners while assisting with client referrals, program eligibility and enrollment, recordkeeping, data entry, appointment coordination, and ongoing program operations. Much of this position's work involves maintaining accurate and confidential client information across multiple databases and tracking systems. You will also communicate directly with clients in person, by telephone, text, and email; explain program requirements and processes; assist individuals with forms, documentation; assist individuals with forms, documentation and using technology like computers and mobile devices to navigate websites and employment applications; and help connect participants with appropriate program staff and resources. We are looking for someone who is organized, approachable, detail-oriented, and comfortable balancing customer service with administrative responsibilities. The ideal candidate will have experience working with diverse populations, maintaining confidential information, navigating data systems, and providing responsive support to individuals who may be experiencing complex circumstances. Bilingual fluency in English and Spanish is required for this position. This is a limited term position ending September 30, 2028. Required Minimum Qualifications/Transferrable Skills:

• A minimum of two (2) years of relevant experience that would provide the required knowledge and skills to perform the responsibilities of the position.
• Bilingual fluency in both English and Spanish.
• Experience engaging the public to provide superior customer service, including greeting and assisting people of all backgrounds, responding to basic requests, and explaining program information or eligibility requirements.
• Experience assisting clients in accessing programs, services, or community resources.
• Experience working collaboratively with a team to meet program requirements, funding requirements, grant objectives, or established service expectations.
• Proficiency with general office computer applications, including Microsoft Outlook, Word, Excel, File Explorer, and internet browsers.
• Experience using video-conferencing software such as Zoom and/or MS Teams.
• Experience entering, retrieving, maintaining, and tracking information using databases, client tracking systems, spreadsheets, or similar electronic recordkeeping systems.

Preferred Special Qualifications/ Transferrable Skills:

• Experience working with employment, workforce development, training, or other similar community-based programs.
• Experience using iMatchSkills, Oregon DHS TRACS, Apricot Social Solutions, or similar client/program data systems.
• Experience providing services to individuals experiencing barriers such as homelessness, poverty, substance use disorders, mental health conditions, justice-system involvement, or other significant life circumstances.

Pre-Employment Requirements:

• Must pass post-offer, pre-employment drug test.
• Must pass a criminal history check which may include national or state fingerprint records check.

Work Schedule:

This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position may be eligible for occasional hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs, after successfully completing training for the position. This position will be primarily on-site. Telework/remote locations cannot be located outside of Oregon or Washington. Washington residents must perform at least 50% of their time on-site at Clackamas County.

The Children, Family and Community Connections (CFCC) Division of the Department of Health, Housing, and Human Services (H3S) provides a range of programs and services to improve the wellbeing of Clackamas residents. These include employment services, mediation services, the Early Learning Hub, parenting education, preschool placements, substance abuse prevention and family violence prevention and services.
