Director, Environmental Policy

Learn more at Position Summary The Director of Environmental Policy plays a key role in advancing the aggregates industry's regulatory and legislative priorities. Reporting to the Senior Vice President, Government & Regulatory Affairs, this position leads advocacy efforts on environmental issues, supports member compliance with federal regulations, and helps shape NSSGA policy positions. The Director serves as a primary liaison to NSSGA members, government agencies, industry coalitions, and state association partners. Key responsibilities include monitoring and analyzing environmental policy developments, developing advocacy resources, preparing regulatory comments, engaging with agencies such as the EPA, and coordinating industry responses to emerging air, water, and natural resources issues. This role works closely with environmental professionals from leading aggregates producers, association partners, and government officials to advance industry interests and provide timely guidance on regulatory matters, including the Clean Air Act, Clean Water Act, and related environmental policies. The position also leads member meetings, webinars, and coalition initiatives to support NSSGA's advocacy objectives. This role offers a flexible hybrid work environment in the Washington D.C. area. Key Position Responsibilities Environmental Policy and Advocacy Promote and defend the interests of NSSGA members on all environmental-related regulatory issues as well as providing technical assistance to members seeking to understand and comply with EPA, Fish and Wildlife, U.S. Army Corps of Engineers and other regulations and policies, including but not limited to air and water issues, permitting, and implementation of the endangered species act as well as other emerging topics. Analyze regulatory rules, regulations, guidance documents from relevant federal agencies. Prepare comments, petitions, and position papers on proposed federal rules, guidance, and notices related to environmental issues. Write/oversee the drafting of detailed legal, technical, and advisory communications to NSSGA members on regulatory issues. Manage environmental research projects and litigation. Member Engagement and Committee Leadership. Serve as the primary staff resource for the NSSGA Environmental subcommittee and related task forces and working groups. Communicate regularly with subcommittee members individually and in specialized meetings and calls on current topics. Provide technical assistance to NSSGA members in all aspects of environmental regulation, science and law. Build strong relationships with environmental, regulatory, legal and operational professionals at member companies. Promote and recognize leaders in the industry and their achievements. Translate complex federal regulatory developments into clear, practical information that members can use to understand potential impacts on their operations. Develop webinars, briefings, conference sessions, member alerts, and other educational programming on environmental policy developments. Coalition & Stakeholder Engagement Develop and maintain relationships with other mining, construction materials, infrastructure, manufacturing, and natural resources organizations. Represent the aggregates industry before regulatory agencies, including EPA, F&WS, FEMA, NMFS, USACOE, and DOI. Identify opportunities to expand the industry's influence through strategic partnerships with organizations sharing common policy objectives. Build constructive relationships with environmental regulators and policymakers while serving as a credible and effective advocate for the industry. Coordinate with allied organizations on comments, congressional outreach, regulatory engagement, and other advocacy initiatives when beneficial to members. Partner with state associations to identify areas where federal and state environmental policies intersect and coordinate advocacy where appropriate. Experience & Skill Requirements BA/BS degree in public policy, law, engineering, biology, geology or other environmentallyrelated or earth science discipline, or equivalent combination of education and experience. 5+ years of experience in one or more of the following areas: environmental permitting, testing and regulations, geologic testing. Advanced education/degrees will be considered in lieu of years of work experience. Robust knowledge of the federal regulatory and legislative processes, particularly the CWA, CAA and ESA. Excellent written and verbal communication skills. Practical experience in environmental permitting, testing and regulation and general understanding of mining processes and earth sciences. Strong presentation skills for both large and small groups at all levels internal and external to NSSGA. Ability to communicate complex regulatory initiatives in straightforward language at the highest levels of government and business organizations. Demonstrated ability to build relationships and consensus among stakeholders with differing perspectives. Strong organizational and project-management skills with the ability to manage multiple highpriority issues simultaneously. Ability to represent the association professionally and persuasively before policymakers, regulators, members, and coalition partners.
