Maintenance Specialist IV

This position is within HHSC’s Plant Maintenance and requires highly skilled building maintenance work. The role involves maintenance, renovation, and repair of buildings and utility systems, with responsibilities spanning multiple trades. The position is based at Wichita Falls State Hospital and is not eligible for telework. Responsibilities Attends work on a regular basis and may be scheduled for specific or rotating shifts, with the possibility of extended shifts and/or overtime in accordance with agency leave policy. Performs inspections, adjustments, maintenance, and repairs on building systems for various trades, including doors, door locks and hardware, perimeter fencing gates, fire alarm and fire sprinkler systems, carpentry, painting, and electrical; demonstrates use of hand tools and equipment; evaluates work methods and outcomes. Performs repairs and renovations to modernize buildings or adapt them to new uses; designs projects to conform to applicable codes and standards; identifies required information, materials, and assembly details; ensures tools and manpower are available; conducts in-process inspections. Selects appropriate materials to replace or repair building or building systems; identifies failures and appropriate corrective actions. Acts as a lead worker on construction, maintenance, or repair projects; establishes work schedules, assigns staff, and oversees repairs or renovations. Maintains safe and uninterrupted services to campus operations and programs; recognizes improper operation and deterioration of systems; identifies and initiates repairs as needed. Uses hand tools, power tools, and safety equipment; performs preventative maintenance and inspections of buildings and building systems. Accurately processes paperwork and maintains records on work orders, projects, and material requisitions. May operate machinery such as backhoes or forklifts as necessary; may train others on proper procedures for repairs or inspections and maintain training records. Performs other duties as assigned, including participation in disaster response and/or Continuity of Operations (COOP) activities; may require alternate shift pattern or location. Knowledge, Skills and Abilities (KSAs) Knowledge of repair, maintenance, and operations of buildings, building systems, and grounds. Knowledge of electronics, boilers, painting, plastering, carpentry; building materials, plumbing and electrical fixtures; welding, HVAC, sanitation, and refrigeration. Knowledge of industrial safety, fire, and safety regulations. Skill in use of hand tools, power tools, and test equipment. Skill in preventative maintenance and inspections of buildings and building systems. Ability to perform maintenance, follow instructions, estimate materials, and apply proper methods and procedures for building and utility maintenance and repair. Ability to interpret drawings, schematics, or sketches. Ability to organize preventive maintenance programs. Ability to supervise the work of others; work independently or with a team; work harmoniously with co-workers and facility staff. Ability to solve problems, make decisions, and use good judgment; communicate effectively orally or in writing with the maintenance and facility team. Registrations, Licensure Requirements or Certifications Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of licensure. Eligible driving record required based on HHSC Fleet Management policy. Initial Screening Criteria Minimum three (3) years’ experience in construction, maintenance, or equipment/vehicle repair work such as electrical, plumbing, masonry, mechanical equipment, locksmithing, painting, motor vehicle maintenance, grounds keeping, equipment maintenance, HVAC, carpentry, welding, electronic cabling, or any combination of those trades that together total three (3) years. Additional Information Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including CANRS, Nurse Aide, Medication Aide and Employee Misconduct, LEIE. Male applicants ages 18-25 must be registered with the Selective Service. All applicants must be at least 18 years of age to be considered; Waco Center for Youth applicants must be 21.
