Manager, Talent Acquisition will plan, organize, manage and control the overall operations of the Talent Acquisition functions to include recruitment/selection and placement; Manage and oversee HR personnel, determine current staffing needs and generate metrics. Prepare and monitor department contracts and expenditures; Develop, initiate and maintain effective programs for workforce
retention and to retain top talent. Identify and hire qualified talent to fill specific roles in the Division. Responsible for determining staffing needs, develop hiring strategies, lead employment branding initiatives, sourcing candidates, and ensure positive candidate experiences. Manage and oversee the Intern & Co-op Program, University Relations and career fairs.


ESSENTIAL FUNCTIONS: Plan, schedule and coordinate activities of employees; ensure adherence to work standards/time schedules: review/approve reports, recommendations, expenditures and other pertinent documents; prepare/monitor area budget. Manage and conduct recruitment and selection processes, including initial assessments and interviews. Participate in the interviewing process and make the final hiring decision. Use job boards, social media, and the internet to source qualified candidates for open positions. Use metrics for creating reports and identifying areas of improvement. Utilize Taleo (ATS) applicant tracking software to evaluate candidates from selection through on-boarding. Source, recruit, and develop social engagement or talent pools. Assist with internal hiring efforts, which includes assessing existing employees within the organization for career opportunities. Manage posts on job boards, such as LinkedIn, Indeed, etc. Conduct briefing and planning session meetings with departmental employees; coordinate departmental work with executives, employees, consultants, personnel/governmental agencies, union representatives and other external entities. Assist in employee retention and development. Provide for and be administratively responsible for a capable staff to meet the current commitments and future performance standards through proper election/development and motivation of qualified personnel. Responsible for the overall safe work practices and operations of the department; Committee member of the Personnel Review Board Committee. Stay abreast of up-to-date developments related to Talent Acquisition. Perform other duties as directed.

LICENSES AND CERTIFICATIONS


A valid driver's license from state of residence is required. A Professional accreditation as Senior Professional Human Resources is preferred.


EDUCATION


Bachelor's degree in Human Resources, Business Administration or a related field is required.


EXPERIENCE


6 years of Talent Acquisition professional level experience in Human Resources, including 2 years of leadership experience is required.


ADDITIONAL INFORMATION


Must successfully complete NIMS training within 1 year of entering the job. Must have an occupationally significant combination of ability to apply business principles and methods in the overall operations of the department; formulate and execute programs/policies; high level of analytical skills; managerial problem-solving and decision-making skills; ability to work with a diverse internal/external population and managerial ability to develop and implement long range plans. Works in office under good conditions. Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 20 pounds of force on a regular basis; and some dexterity in operating office equipment. The position requires normal visual acuity and field of vision, hearing and speaking abilities.
