Requirements for Manager, Proposal Operations Bachelor's degree required; advanced degree preferred. Minimum of 9 years of related proposal, capture, business development, or government contracting experience. Graduate degree with a minimum of 7 years of relevant experience may be considered. In lieu of a degree, a minimum of 13 years of directly related experience will be considered. Demonstrated experience managing complex federal, DoD, aerospace, aviation, or defense proposal efforts. Experience leading cross-functional proposal teams in a deadline-driven environment. Proven success managing proposal schedules, compliance activities, reviews, and final submissions. Knowledge of federal procurement processes, RFP requirements, and government contracting practices. Ability to obtain and maintain a security clearance. Experience supporting capture and pursuit activities during pre-proposal and early business development phases. Familiarity with proposal management methodologies and best practices. Preferred Qualifications APMP Certification and/or Shipley Proposal Certification. Aerospace, aviation, defense, or government contractor experience. Experience developing proposal strategies, win themes, and competitive positioning. Strong proposal writing, editing, and content development capabilities. Desktop publishing and proposal production experience. Advanced proficiency with Microsoft Office Suite applications. Experience managing proposal repositories, content libraries, and lessons‑learned databases. Must be US Citizen or Authorized to Work in the United States Skills and Abilities Required for Manager, Proposal Operations Proposal Development Expertise Expertise in proposal planning, scheduling, compliance management, and production. Ability to ensure proposal responses are compliant, compelling, and customer‑focused. Experience developing compliance matrices and managing proposal review cycles. Strong editing and quality assurance capabilities. Leadership & Project Management Ability to lead and motivate multidisciplinary proposal teams. Strong project management skills with the ability to manage multiple priorities simultaneously. Proven ability to drive accountability and maintain schedule discipline. Effective facilitator of proposal reviews, status meetings, and decision‑making discussions. Strategic Business Development Understanding of capture management and business development processes. Ability to translate customer requirements into compelling proposal strategies. Experience developing and communicating win themes, discriminators, and value propositions. Strong analytical and competitive assessment capabilities. Technical & Operational Excellence Advanced Microsoft Office proficiency, including Word, Excel, PowerPoint, and SharePoint. Strong organizational and document management skills. Experience maintaining proposal knowledge repositories and reference libraries. High attention to detail with a commitment to quality and accuracy.
