Plan Review Examiner

Responsible for the plan review of commercial and residential construction projects to determine compliance with federal, state, and local codes, ordinances, and approved construction documents. Consults with contractors, design professionals, developers and homeowners relating to compliance with construction requirements. Work is performed under minimal supervision with considerable latitude in the use of initiative and independent judgment. Position relies on experience to determine the best approach by using and interpreting policies and procedures. Reports to the Building Official.

Examples of essential functions include:

• Reviews commercial and residential permit applications to determine compliance with building codes and ordinances; informs applicants if information is missing or incorrect; prepares completed permits for processing
• Provides information and assistance to the public, contractors and other departments
• Consults with the public, contractors, architects, engineers and property owners regarding permitting, inspections, building codes, City ordinances, special requests and any other questions or concerns
• Meets with developers, architects, engineers, and contractors to review proposed projects prior to permit application; identifies potential code requirements to expedite the permitting process
• Conducts pre-construction meetings with architects, engineers and contractors
• Assists the code enforcement staff as needed

Supervision: None

Requirements:

High school diploma or GED; supplemented by four or more years' progressively responsible experience in building inspections, plans examination, and zoning and code compliance; or an equivalent combination of education, certification, training, and/or experience. Must have a valid Florida driver's license. Must have or be able to obtain, Plans Examiner licenses issued by the state of Florida. May be required to have or obtain additional industry certification(s).

In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully.

Knowledge, skills, and abilities include:

• Advanced knowledge of federal, state, and local codes and ordinances regarding commercial and residential building projects
• Advanced knowledge of the principles and practices of building construction
• Advanced knowledge of building, plumbing, mechanical, gas, and electrical codes
• Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
• Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work
• Ability to correct defects in building construction and enforce codes
• Ability to interpret technical designs and blueprints
• Ability to communicate effectively verbally and in writing
• Ability to deal effectively with the public
• Ability to follow oral and written instructions
• Ability to operate a computer using Microsoft Office products (Word, Outlook, and Excel) and applicable department/organization specific software
• Ability to organize work for timely completion
• Ability to regularly attend work and arrive punctually for designated work schedule

Physical requirements include:

Depending on functional area of assignment, tasks involve the ability to exert light physical effort usually involving some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Usually involves some climbing, balancing, stooping, kneeling, crouching, crawling, walking or standing.

Environmental requirements include:

Tasks are regularly performed inside and/or outside with potential for exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).

Sensory requirements include:

Tasks require sound and visual perception and discrimination. Tasks require oral communications ability.
