Public Safety Overview of Position: JOB SUMMARY- EMERGENCY MANAGEMENT FOCUS:
Assist Department Leadership to direct and coordinate all phases of the Genesis Healthcare System Safety program with a focus on Emergency Management, (ACHC Chapter 9). Orients employees to safety rules and policies, emergency preparedness, hazardous materials, Safety Committee participation, and patient safety. Will also chair the Emergency Management Critical Infrastructure Committee and participate on Disaster Clinical Committee and Emergency Management Oversight Committee. JOB SUMMARY- LIFE SAFETY/PHYSICIAL ENVIRONMENT FOCUS:
Assist Department Leadership to direct and coordinate all phases of the Genesis HealthCare System Safety program with a focus on physical environment and life safety standards, (ACHC Chapters 11&13). Orients employees to safety rules and policies, emergency preparedness, hazardous materials, Safety Committee participation, and patient safety. Will also work with Facilities, local authorities, architects, engineers, and other departments in making sure that all new sites and moves comply with regulatory requirements.
ESSENTIAL DUTIES
1. Conducts Hazard Vulnerability Assessments for the organization.
2. Conducts risk assessments for the organization (e.g. Work Place Violence).
3. Maintains HFAP chapters 9, 11, and 13 . Ensures compliance with all standards.
4. Acts as liaison for outside inspectors and agencies such as local fire department, Stat Fire Marshall, OSHA, ODH, HFAP, insurance companies, etc. for various safety issues at Genesis.
5. Maintains mandatory fire training education effectiveness and updates tools as necessary.
6. Oversees fire drills, fire critiques, and location of fire extinguishers, as well as oxygen and other medical gas storage.
7. Handles Life Safety Code deficiencies, including fire alarms, fire suppression and other life safety downtimes.
8. Reviews construction plans and bids, for compliance with life safety code.
9. Performs construction risk assessments for all work on Genesis property. Implements ALSM when necessary and handles all documentation associated with it. Communicates ALSM and construction issues to organizations staff.
10. Provides installation direction for fire extinguishers, evacuation/smoke maps, hand sanitizers, eye wash stations and approve all decorations within corridors.
11. Consults with other departments, architects, fire officials, and HFAP on projects , by providing life safety code knowledge.
12. Conducts chemical inventory and maintains and updates Genesis HealthCare System (SDS) Safety Data Sheets.
13. Acts as a liaison between Genesis and Ohio Hospital Association, Muskingum County Health Department and others as needed for emergency preparedness and disaster.
14. Member of Muskingum, Morgan, Perry Counties healthcare coalition, leading local county level planning for healthcare crisis'.
15. Serves as administrator of OPHCS, SurgeNet and OHTrac.
16. Manages the Genesis emergency notification system for exterior buildings and weather issues.
17. Manages Genesis police and emergency radio systems.
18. Coordinates the Safety Committee and Emergency Preparedness/Disaster Committee. This includes overseeing all policies associated with the committees.
19. Presents at scheduled Genesis New Employee Orientations.
20. Reviews/revises emergency related policy/procedures, and organizations Emergency Operations Plan.
21. Participates as an active member of the Muskingum County (LEPC) Local Emergency Preparedness Committee, and ensures organizations information is shared with committee.
22. Assists in organizing incident command center to insure disaster readiness.
23. Maintains organizations command center email account, passwords, and updates.
24. Organizes, participates in, and evaluates emergency preparedness drills for hospital-proper and all outlying locations within the organization.
25. Oversees all aspects of organizations decontamination equipment and holding tanks.
26. Works with IT and Patient Access to maintain disaster documentation navigator in organizations EMR.
27. Completes ASPR grant requests, and oversees/audits all items/funds obtained through the grant.
28. Conducts after-action reports and completes improvement plans. QUALIFICATIONS
1. Associate's Degree required, in a related field, or Certification in Fire Safety Inspection and Hazardous Materials Operations.
2. National Incident Management System (NIMS) training- Incident Command System (ICS) 100, 200, 700, and 800 (or obtained within one year of employment).
3. Valid Ohio Driver's license.
4. Requires excellent analytic, consultative, and presentation skills.
5. Experience in building and fire codes and assessing compliance with them.
6. Experience in Emergency/Disaster Preparedness.
7. Experience working with emergency response agencies such as fire, police, Red Cross, EMA, and hospital/medical organizations.
8. Experience in development and delivery of education/training programs.
9. Effective management skills including planning, directing, evaluating, and controlling systems.
