Project Manager – Water and Wastewater Operations

A national provider of outsourced water and wastewater operations is seeking a Project Manager to oversee the full scope of management, operations, and maintenance activities for a municipal utility contract.

This is a leadership role responsible for contract performance, client relationships, financial oversight, regulatory compliance, and team development. The ideal candidate brings operational discipline, municipal experience, and the ability to manage both people and performance.

Position Overview

The Project Manager will lead all aspects of facility operations under a single contract. This includes staffing, budget management, regulatory compliance, and maintaining strong client relationships with municipal stakeholders.

This role requires accountability for operational excellence, contract retention, and financial performance.

Key Responsibilities

• Establish project goals, operational strategies, and standard operating procedures

• Oversee daily operations and maintenance of water or wastewater facilities

• Manage hiring, training, performance management, and workforce development

• Maintain strong relationships with municipal clients and attend council meetings as required

• Prepare and administer annual operating and capital budgets

• Ensure regulatory compliance with state and federal requirements, including safety standards

• Oversee financial performance, including invoicing and accounts management

• Conduct facility inspections and interface directly with regulators

• Support contract renewals, scope expansion, and growth initiatives

Qualifications

• Minimum of 5 years of experience in water or wastewater treatment facility operations

• Bachelor's degree preferred or equivalent operational experience

• Experience managing municipal utility contracts

• Strong understanding of regulatory compliance and safety standards

• Ability to manage budgets, financial reporting, and contract performance

• Valid Driver's License

• Ability to obtain appropriate water or wastewater certification

Work Environment
