Acquisition Program Manager Location: Hanscom AFB, MA Salary: $120k-$130k annually Job Status: Full-time; salaried Clearance: Must have an active US Secret clearance and be able to maintain it. Required Qualifications / Skills US Citizen Active US Secret clearance Bachelor’s Degree in a related field and at least 3 years of experience, 3 of which must be in the DoD OR 7 years of directly related experience, 5 of which must be in the DoD Responsibilities Plan, research, analyze, and assess projects to formulate plans and recommend strategies that meet cost, schedule, and performance objectives. Provide program‑level acquisition support to Program Managers and Integrated Product Team Leads, guiding successful program execution and maintaining the acquisition battle rhythm. Facilitate contract execution and analyze overall program health, advising leadership on cost, schedule, and performance options. Support cost and schedule reduction activities for acquisition and development efforts. Develop and deliver briefings and schedules of program status and acquisition tasks to senior management. Provide expert input to RFPs, including systems specs, Electronic Warfare Systems, Statements of Work, and Contract Data Requirements Lists. Review acquisition documents (ADMs, LCSPs, Acquisition Strategies, APBs, Risk Management Plans, PMRs) and provide programmatic comments to ensure consistency and accuracy. Prepare, review, and develop acquisition reports, including statutory and regulatory documents and milestone review documentation identified in DoDI 5000.02. Support, implement, and execute acquisition and development processes in concert with government and prime contractors. Apply DoD directives and regulations (DoDI 5000.1, DoDI 5000.02, NSSAP 03-02, etc.) to guide acquisition program management. Outline policy disconnects, interpretations, and manage acquisition efforts. Advise PMs on best practice PM principles to achieve process improvements, efficiencies, and cost avoidance. Plan, evaluate, and implement program acquisition strategies, including risk assessment and market research, supporting Urgent Capability Acquisitions and Middle Tier of Acquisition. Coordinate with program-level scheduling personnel and maintain program risk management plans following DoD guidance. Assist with development, maintenance, and update of acquisition reports such as MAR, SAR, DAES, APB, following DoDI 5000.02 and AFI 63-101_20-101. Support preparation and submission of funding documents (Purchase Requests, MIPRs, Purchase Orders) and manage financial systems like CCaR. Prepare briefings, graphics, and reports to support acquisition program management functions. Provide services critical to Life Cycle Logistics and operational supportability. Coordinate acquisition project assignments and recommend solutions to complex problems affecting performance and execution. Review and track prime contractor deliverables status and schedules. Review program integration plans and provide comments. Monitor interface controls between IT systems. Draft contractual letters on program management issues. Develop source selection strategies, evaluation criteria, and RFP documentation. Keep abreast of DoD acquisition reform policies and recommend revisions to programs impacted by changes. Assist with mission execution, operational planning, capability development, event integration, execution, and reporting. Ensure Mission Planning Environment systems are managed and developed to support testing and evaluation requirements. Support MPEs in the PMO, reviewing program documents (BCRDs, APBs, ARMs, MAR, RDT&E Documents). Ensure MPEs support aircraft OFP needs and meet cost, schedule, and quality expectations. Prepare and review ECPs/RFPs for MPEC DOs, evaluate proposals, and provide recommendations. Support development of incentive clause criteria for MPEC‑II DOs. Correlate EVM cost performance analysis with monthly IMS CDRLs. Provide risk assessment guidance for MPE strategies. Offer guidance and advice to division branch chiefs and program managers regarding DoD directives and AF instructions. Experience with Mission Planning Independent Validation, Verification & Evaluation, FQT, and Development Evaluations in software development.
