This role is responsible for program management, grant writing, budgeting, staff supervision, and reporting, while collaborating with KCR departments and community partners. Job Title Employment & Training Manager Department Employment & Training Job Details • Fixed hourly wage: $33.64 • Position type: Full Time, Non‑Exempt • Direct supervisor: HCSS Director • Work environment: Primarily office, multiple community and KCR locations, mostly indoor Job Summary The Employment and Training (E&T) Manager is responsible for the management and operation of E&T programs including grant writing, project management, budget reconciliation, staff supervision, and reporting. The Employment and Training Manager coordinates with other KCR departments and outside agencies to develop and offer a wide variety of client employment and training services and programming across Kitsap County. Preferred Education: Advanced degree in Social Services, Training and Development or employment programs. Required Experience: 3+ years of demonstrated successful experience as a people manager, supervisor, and/or project manager leading a diverse or complex team, including performance management and progressive discipline across varied operations. Bilingual in Spanish preferred. Valid Washington State Driver’s License and current auto liability insurance. Must be able to pass a Washington State Patrol Criminal Background investigation. Must be able to establish and maintain a high degree of positive representation of KCR, build strong social and community relationships, and serve as a primary face of the department while coordinating with community agencies, representatives, and stakeholders. Must be able to work flexible hours including evenings and for occasional out‑of‑town travel. Knowledge, Skills & Abilities Must demonstrate recognition and compassion for low‑income people. Demonstrated ability to input, aggregate and analyze data including generation of accurate and complete reports. Demonstrated successful experience in preparing documentation following relevant process and guidelines (e.g., grant applications, purchase requests, requests for payment). Demonstrated ability to develop and maintain internal and external relationships with employees and partner agencies. Demonstrated proficiency in a wide range of software applications, including Microsoft Office Suite, CRM systems, and database management platforms. Licenses & Certifications Valid Washington State Driver’s License and proof of insurability for operating an automobile. First Aid/CPR certification within 90 days of employment. Certifications in community engagement, training and education, and other relevant work preferred. Essential Physical and Mental Functions Cognitive ability to independently identify project goals and tasks and execute work to reach those goals. Must be able to communicate proficiently both verbally and in writing in English. Demonstrated ability to present content in person to a wide variety of audiences. Position requires intermittent sitting, standing, walking, twisting, and bending. Simple grasping and hand manipulation, and reaching above and below shoulder level. Must be able to withstand exposure to noise in a classroom or social setting. Cognitive ability to recognize and address safety concerns. Cognitive and emotional ability to work directly with clients needing support, including those facing homelessness, mental health issues, substance abuse, or other barriers. Cognitive ability to discern accuracy and apply to work as necessary. Physical and cognitive ability to operate a motor vehicle or utilize public transportation for various events and sites. Ability to display emotional intelligence supporting interpersonal relationships and agency mission. Responsibilities People Management & Leadership : Lead, coach, and manage department employees and contractors, fostering professional development and team effectiveness. Operational Alignment : Run department operations to ensure all initiatives flow into KCR’s strategic vision. Interpersonal Connectivity : Foster strong internal relationships and build bridges with external agencies. Community Relations : Cultivate and maintain high‑trust partnerships within the team and the broader local community. Agency Integration : Partner with agency leadership to inform decision‑making, providing strategic input and contributing to agency‑wide committees and initiatives. Program Development : Build, develop, and expand core Employment & Training programs, overseeing delivery, facilitation, enrollment, record‑keeping, and tracking of completion. Asset Building Coalition Architecture : Act as the primary relationship architect and network liaison for the Asset Building Coalition to secure regional stakeholder commitments. Community Initiatives : Partner with organizations to launch initiatives such as pitch competitions, grant collaborations, financial education events, and business workshops. Long‑Term Partnerships : Network with regional organizations, public entities, and non‑profits to secure durable collaborations. Agency Representation : Represent KCR at community meetings, local networks, and regional resource fairs to build public awareness. Presentations : Plan, prepare, and deliver professional presentations tailored to diverse participants and stakeholders. Marketing Collaboration : Collaborate with marketing to execute targeted outreach and maximize enrollment. Contractual Alignment : Understand all funding contracts to ensure operations align with contractual mandates. Compliance Oversight : Establish and monitor reporting and data‑collection systems to guarantee grant compliance. Grant Development : Identify funding streams and author competitive grant proposals targeting institutions and foundations. Budget Tracking : Manage budgets for Employment & Training programs, monitoring expenditures and milestones. Audit Preparation : Prepare documentation and participate in formal monitoring and audit sessions with funders. FCS Program Integration & Project Management : Integrate Employment & Training with the Housing division for the Foundational Community Supports program. Lead development, operational management, risk assessment, and performance evaluation of new initiatives. Design curricula and instructional materials, including digital tools and participant workbooks. Audit Readiness & Compliance : Ensure programmatic, financial, and client files pass audits with zero deficiencies. Maintain data integrity, ensuring required grant metrics are captured. Manage record‑keeping infrastructure for accuracy and timely follow‑up. Maintain comprehensive documentation for full compliance. Build high‑trust relationships with funders through accurate budgeting, reporting, and coordination. Financial Stewardship & Growth : Monitor operational budgets for accuracy and alignment with goals. Research funding opportunities and develop competitive grant proposals. Perform additional strategic duties as directed by leadership. Planning and Organizing : Prioritize, assign, and complete tasks effectively. Anticipate problems and execute preventive actions. Influence events to achieve goals. Maintain operational awareness and manage responsibilities. Delegate decision‑making appropriately. Set goals and objectives.
