Job Description and Duties

Under the direction of the Staff Manager I, the Associate Government Program Analyst will serve as a Facilities Operations Officer. The incumbent independently organizes, administers and monitors the District Facilities Contracts and the Facilities Purchasing. Performs full journey level analytical work by carrying out the more responsible, varied, and complex technical analytical staff services work in the Contract and Purchasing Program.

Working Conditions

Position located at 464 W Fourth St San Bernardino CA, San Bernardino County.

Multiple positions may be filled from this recruitment.

Employee will work in a climate-controlled office/workstation under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperatures may fluctuate.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Special Requirements

• Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Experience in service contract administration and vendor monitoring.

Experience with budget tracking, procurement, and invoice reconciliation.

Experience coordinating vendors, tenants, and service providers.

Experience preparing financial and operational reports.

Strong research, analytical, organizational, and recordkeeping skills.

Ability to exercise independent judgment and resolve operational issues.
