Job Description and Duties

Under the general direction of the Division Chief, the Analyst III provides policy leadership and technical assistance to California’s 58 counties to advance education-focused health and well-being initiatives for youth involved in the juvenile justice system. The Analyst III supports the implementation of Senate Bill 823 by promoting trauma-responsive, culturally respectful, and gender-responsive approaches that strengthen literacy, educational engagement, and successful reentry outcomes for youth.

The Analyst III leads Office of Youth and Community Restoration (OYCR) educational health initiatives, including statewide coordination of juvenile court school literacy interventions in partnership with County Offices of Education and implementation of AB 2176 to expand educational access and strengthen school-to-college pathways.

The Analyst III collaborates with County Offices of Education and higher education partners, including Rising Scholars Network, Project Rebound, and Underground Scholars Initiative to expand postsecondary access for justice-impacted youth.

The Analyst III convenes the OYCR Education Advisory Committee, represents OYCR in meetings with state, county, and local partners, and provides technical assistance to support implementation of education initiatives and coordinated pathways from detention to higher education.

1. Policy Implementation and Program Monitoring
This position supports statewide implementation of AB 2176 education initiatives within juvenile court schools.

This position analyzes education data to identify juvenile court schools with chronic absenteeism and other educational challenges and supports improvement strategies.

3. Cross-System Collaboration and Technical Assistance
This position works closely with state agencies, counties, probation departments, County Offices of Education, and community-based organizations.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.
