Job Description and Duties

Under direction of the Accounting Administrator I (Supervisor), over the Water Project Cost Analysis Section, the Associate Accounting Analyst independently performs complex duties and responsibilities and assists all positions within the Water Project Bill Processing and Analysis Office. This position's primary responsibility includes the analysis of State Water Project (SWP) complex cost allocation processes and knowledge of the SAP master data. Prepare invoices to SWP Contractors, monitor accounts receivables, monitor cash balances within both sub-funds, prepare cash transfers and other duties necessary to maintain these accounts. Analyze, reconcile, research, and resolve discrepancies for costs and revenues between SAP Production, CAB and the State Controller's Office records. The incumbent will perform detailed analysis for retroactive adjustments and work on special projects involving re-engineering of business functions. This position is highly specialized and is critical for succession planning.

Must have the ability to analyze complex accounting data and possess the ability to use a computer and electronic calculator. The incumbent is required to have a solid working knowledge of complex financial formulas to develop amortization formats based on specific contract language and/or proposals. Marginal analysis is employed to institute changes by contract variables that affect cost recovery. Must have intermediate to advanced MS Excel skills.
