Job Description and Duties

Effective July 1, 2025in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented in response to the status of the State budget. PLP 2025 requires each full-time employee in Bargaining Unit (01), and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by (3)  percent and will receive (5) PLP 2025 leave credits monthly through June 30 , 2027 . Salaries do not reflect the recent changes.

Under the general direction of the Manager II, Transactions and Benefit Services, the Supervisor II is the second line supervisor and is responsible for  for a wide variety of personnel transactions, benefits, worker’s compensation, and position control activities. Acts as an expert staff resource. Ensures CCHCS programs are provided with outstanding  personnel services. Assigned special projects as needed.

This position reports to Human Resources (HR), which delivers innovative programs and services that attract, cultivate, and serve a diverse, highly-qualified workforce. Working Conditions

The position(s) is eligible for hybrid telework, in accordance with the Statewide Telework Policy and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of and experience applying human resources laws, rules, practices, policies and procedures
• Knowledge and experience with transactions/payroll/benefits and/or medical management programs including, reviewing and processing transactions, including those related to payroll, benefits, Non-Industrial Insurance, Industrial Disability Leave, Temporary Disability and worker’s compensation payments, with SCO's payroll system or a similar payroll system
• Knowledge and experience developing and implementing innovative solutions, analyzing complex problems, and effectively recommending courses of action on a wide variety of human resources programs and issues, including resolving issues that do not have clear answers
• Experience developing strong working relationships and interacting with all levels of staff and stakeholders in a customer service-focused manner
• Ability to work under pressure on multiple projects with short deadlines and handle multiple projects simultaneously
• Possess strong written and oral communication skills
