Then the Administrator Certification Bureau (ACB) within the Community Care Licensing Division (CCLD) may be the perfect fit for you.

CCLD Policy, Training and Quality Improvement Branch is currently accepting applications for a Supervisor II to oversee ACB. The Bureau implements the administrator certification program for Children’s Residential and Adult and Senior Care administrators, and ensures overall compliance of Department approved, third-party training vendors by conducting compliance reviews and providing technical support in order to promote the health, safety and well-being of individuals in care. The Bureau works closely with other CCLD programs and community partners to ensure certification and training programs are responsive to changes in the industry and serve the CCLD mission.

Under the direction of the Assistant Branch Chief, the Supervisor II, oversees the administration of work process and program functions related to implementation and ongoing maintenance of data systems, compliance oversight of third-party training

vendors, and all functions related to certifying administrators for Children’s Residential and Adult and Senior Care Residential Facilities.

• Strong leadership and management team experience, demonstrating an ability to create a clear vision, set goals and expectations, encourage initiative and accountability at all levels.

• Demonstrated experience coaching employees and creating a work environment that stimulates learning, encourages growth, and recognizes individual achievements to ensure peak performance and quality customer service.

• Demonstrated experience using continuous improvement processes to ensure business processes meet organizational needs.

• Demonstrated experience managing complex projects.

• Demonstrated experience building productive collaborative relationships with a variety of internal and external partners including advocacy and industry organizations, other state departments, internal leadership etc.

This position is located at 744 P Street in downtown Sacramento and does require the employee to report to the office 4 days per week and should Telework cease to exist the employee would have to report to the office full-time. This position may also require occasional travel.

Working Conditions

This work location is very convenient! The CDSS is located two blocks from the light rail and public transportation: within walking distance of the State Capitol, parks, restaurants, farmers’ markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50, and Highway 80.

This position may be eligible for Hybrid work. In-person attendance is required based on the operational needs of the position and in accordance with the Statewide Hybrid Telework Policy, Government Code section 14200, and any applicable department telework requirements. The successful candidate must reside in California at the time of appointment. Proof of California residency may be required.
Please note: Regular commute is not compensable.

1. Describe a single experience where you led a team through a difficult period or major organizational change, including how you supported staff, maintained morale, and ensured continued progress.

2. Describe a single experience where you managed a multifaceted program, including directing the work of diverse staff, overseeing policy and procedure development, and ensuring effective stakeholder engagement. In your response, include how you evaluated and improved business processes and outcomes, supported system enhancements or automation, and ensured alignment with organizational goals and customer needs.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Ability to work in a very fast-paced, high-pressure environment while maintaining a calm and professional demeanor. Ability to effectively establish priorities, assess the need for shifting priorities and act accordingly.

• Familiarity with the community care licensing mission and programs and/or the people who use community care.

• Demonstrated experience leading teams through significant organizational change, including guiding staff through change management processes and overseeing system development using agile methodologies.

• Experience with application processing and/or a business production environment.
