Sr Specialist Environmental Health & Safety

Job Overview Under limited supervision, provides leadership and direction for development of safety programs to ensure compliance with regulations and company policy. Interact with local, state/provincial, and federal level regulators. Mentor, lead & guide Plant Leadership through Safety Incident Management, Safety Management System, Audits, Training, Workers Compensation, Industrial Hygiene and Projects as the subject matter expert in safety. Assist as the backup for the Safety Manager, coach/develop the Safety Specialists and lead safety committee teams. Develop & drive the implementation strategy to reduce cost associated with job related injury and illness. Define corrective actions that reduce stresses that impair health and ability of worker efficiency. Responsibilities Compliance Implementation of specific safety policies and programs. Develop and deliver safety training programs plant wide. Provide technical guidance on specific safety issues to Plant Leadership & cross‑functional teams to ensure compliance. Interpret OSHA standards/regulations and maintain cooperative relationship with OSHA. Auditing Perform regular internal audits and safety assessments, document and report findings, and follow up on nonconformances. Coordinate inspections of safety procedures, equipment, and programs to ensure compliance with regulatory requirements and risk‑reduction management. Report on findings and work with plant management to develop action plans to address deficiencies. Ensure action plans are implemented and necessary follow‑up occurs. Investigation and Corrective Action Independently execute investigations and analyze incidents to identify trends in people safety. Initiate corrective and preventative action plans and communicate findings as appropriate. Assist Plant Leadership to determine resolution and implement corrective actions. Use various computer support systems to document data. Accountabilities Safety Management System and Continuous Improvement: Develop and drive the implementation of leading/proactive indicators and metrics. Assist with the development, implementation and monitoring of Safety Management System aspects and written program documentation. Conduct regular written program reviews and prepare updates. Direct the evaluation of hazard areas (physical, chemical, biological, and environmental) and recommend improvements or define protective equipment requirements. Participate in and lead verification and validation activities for Safety Management System aspects and safety regulatory compliance. Provide technical expertise and assistance to Facilities and Equipment Engineering groups in the design of protective equipment for processes and machinery and, where necessary, redesign equipment to eliminate or reduce safety and health hazards. Workers Compensation: Assist with workers compensation through detailed investigation and follow‑up. Provide updates and guidance to plant leadership. Assist in case management within the plant. Industrial Hygiene: Setup and gather data from sampling equipment. Analyze industrial hygiene reports and make recommendations. Support the industrial hygiene function and other EHS staff members as required to meet Hershey’s EHS process objectives. Project and Business Unit Support: Drive continuous improvement through utilization of Safety program elements such as Take 5 For Safety, Safety Documentation Teams, Near Miss Program, Corrective Action initiatives, work orders, QDR, Pre‑start reviews for engineering projects, and other risk‑reduction programs. Lead the Safety Documentation Team and participate on multifunctional improvement teams to provide safety guidance and problem solving. Interact with Project Managers to ensure safety issues are identified early in the project design and development process and are evaluated and addressed. Training: Create and implement training programs and informational materials to convey safety policies and procedures for new hire orientation, ongoing regulatory requirements, and specialized training. Develop and conduct health and safety training courses for supervisors and employees as needed. Environmental: Monitor and ensure compliance with federal, state, and local environmental regulations (EPA, DEP, county). Establish comprehensive programs. Audit systems and activities to ensure environmental compliance. Prepare and submit revisions, renewals, and new permit applications for facility‑wide environmental permits. Submit required reports and records (Tier II, AES, 26 R, others). Conduct audits and inspections for record‑keeping as mandated by regulation and permit. Submit monthly data as required by THC. Develop sustainability programs and work with the corporate organization and plant Green Teams. Qualifications Maintain currency with all applicable standards and regulations and advise management on changes impacting Hershey operations. Working knowledge of ergonomics to modify processes to improve ergonomic positioning and reduce ergonomic risk. Detailed understanding of federal, state, and local occupational safety regulations and guidelines, including OSHA, EPA, L&I, and others. Strong document management skills and attention to detail. Excellent verbal, written, and interpersonal communication skills. Strong problem‑solving and troubleshooting skills. Strong auditing and assessment skills. Strong leadership skills and ability to influence employees at all levels. Proficiency in computer programs and software such as Microsoft Word, Outlook, Excel, Access, PowerPoint, SAP EH&S, and SAP PM. Ability to self‑lead work tasks to completion. Able to work well in a team environment and independently. Strong employee training development and presentation skills. Flexibility to adapt to rapidly changing priorities, plan, prioritize, and complete multiple tasks and projects on short notice while meeting deadlines. Ability to work flexible hours. Ability to climb ladders, work platforms and stairs; lift moderately heavy items such as test equipment or materials. Minimum Education and Experience Requirements Bachelor’s degree in Occupational/Industrial Safety, Safety Engineering, Human Factors, or another EHS‑related field is preferred. Equivalent related work experience will be considered. Minimum of 4 years of experience in a manufacturing environment related to EHS program management. Preference for food, food‑related, or consumer packaged goods experience. Experience with Safety Management Systems such as VPP, OHSAS 18001, or ANSI Z10 is a plus.
