Senior Information Operations Planner And Opsec Program ManagerThe primary purpose of this position is to serve a Senior Information Operations Planner and OPSEC Program Manager in the USCENTCOM Operations Directorate, Information Operations (IO) Division. Responsible for the operational planning, execution, assessment and oversight of USCENTCOM's Information Operations to support CENTCOM Campaign objectives. The position requires availability for rotating one hour recall 24/7 to respond to crisis action planning or work extensive hours.Qualifications Conditions of Employment:Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive (special sensitive, critical sensitive, or non-critical sensitive) positions presents a clear threat to the mission of USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.This position is emergency-essential (EE). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires the incumbent, or designated alternate, to be removed from any military recall status. While deployed to an overseas location, the E-E duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear. Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved Department of Defense (DOD) civilian uniform while deployed. Some of CENTCOM's AOR has been considered "War Zone" hazardous duty.This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of military operations, U.S. Government (USG) strategic communications, and Information Operations (IO), including the associated and supporting elements: Operations Security (OPSEC), Military Deception (MILDEC), Military Information Support Operations (MISO), Public Affairs (PA), Electronic Warfare (EW), Special Technical Operations (STO), Space Operations (SO), Cyberspace Operations (CO), and Special Access Programs (SAP). Must have expert-level understanding of how these capabilities integrate into operational planning and execution in support of U.S. strategic objectives. Expert knowledge of strategic IO planning and analysis at the Geographic Combatant Command (GCC) and national levels, including mastery of Joint Planning processes (JOPP), Theater Campaign Planning, and crisis action planning methodologies that directly impact national security policies and operations. Comprehensive knowledge of Joint Staff, DoD, and interagency laws, executive orders, policies, and directives governing the coordination, oversight, and planning of IO, and the ability to apply these regulations to develop and influence operational guidance and programmatic policies across multiple organizations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of military operations, USG strategic communications, Information Operations (IO), and the associated and/or supporting elements (OPSEC, MILDEC, MISO, PA, EW, STO, SPACE, and CO), with emphasis on experience in the development, execution, analysis, and evaluation of IRC plans and programs.Knowledge strategic Information Operations (IO) planning and analysis at the GCC and national levels.Knowledge of Joint Staff, DoD, and interagency laws, executive orders, policies, and directives governing the conduct of oversight of Information Operations (IO) coordination, procedures, and planning.Skill in applying a wide range of research and analytical methods sufficient to assess program requirements and develop long-range plans for complex support services programs.Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.Ability to lead planning teams to originate new ideas, projects, and techniques to effectively transition Information Operations (IO) efforts from plans to operations across relevant planning and execution time horizons and execute operations within established constraints; to maximize efficiency and effectiveness with available resources and authorities.
