The Federal Coordinating Officer (FCO) will supervise the following levels or higher: Supervisory Emergency Management Specialist, Supervisory Program Manager, Supervisory Program Analyst, Division/Branch/Section Chief, Commanding Officer, Response Team Leader, Commissioner, Vice President and Directors.
