The Service deals with the regulatory and financial aspects of EU foreign policy. It acts as first responder to foreign policy needs and opportunities, focusing on conflict prevention and peace as well as on leveraging the EU’s influence in the world. The Service plays a crucial role in translating the European Commission’s political priorities into external action, in line with the EU’s Global Strategy for Foreign and Security Policy. The Service reports directly to the High Representative/Vice President. The Service works in close co-operation with the other services of the Commission and with the EEAS, both at headquarters and in EU Delegations. FPI staff around the globe are proud of the work that they are achieving and have a strong sense of purpose and motivation. They take, and value, a high level of personal responsibility. The Regional Team of FPI for the Middle and North Africa (MENA) operates from the EU Delegations to Jordan and Lebanon. It works with 16 EU Delegations / Offices in the region1, relevant external actors and with FPI and other services in Brussels to conceptualise, elaborate and implement activities funded through the Neighbourhood, Development and International Cooperation Instrument (NDICI-Global Europe), notably under its rapid response mechanism (for crisis response and foreign policy needs) and its thematic pillar (for the stability & peace programme). Established in 2017, the Regional Team now consists of a staff of 15 at the EU Delegations to Jordan, Lebanon, Tunisia and Saudi Arabia. Team spirit, a strong sense of initiative and responsibility is a common feature of all team members. We propose We propose an attractive and challenging position as Programme Officer - Regional Rapid Response Planner - primarily planning and managing FPI actions in the region. We look for an experienced, dynamic, reliable, well‑organised person with a good team spirit and excellent planning and project management skills. She/he should be pro‑active, flexible and able to organise the work independently with a strong sense of responsibility. She/he should be able to adjust to multiple tasks even under tight deadlines. A positive attitude, excellent writing and communication skills, excellent inter‑personal skills, and good judgement are also essential, as well as a good knowledge of EU financial and contractual procedures. Availability for frequent travel in the MENA region is required. The candidate should have at least 3 years of experience in project management, preferably including for international crisis response contexts. An excellent knowledge of English is essential while a good knowledge of French is an advantage. Knowledge of the Middle East and North Africa region and relevant field experience in the region will be considered an asset. The candidate should have the ability to work in a team and in a multi‑cultural environment and to handle issues of a sensitive political nature. Knowledge of EU policy and programmes relevant to conflict prevention, crisis response and peacebuilding would be an advantage. Security clearance: If not already acquired, the selected candidate must request it when taking up function. Before taking her/his duties, the selected candidate will have to undertake the Security trainings BASE and SAFE.
