The State Water Resources Control Boards' Human Resources Branch is excited to announce an opening for an Analyst II within the Talent Acquisition and Recruitment Unit! This is a tremendous opportunity to be part of a growing unit that handles high priority initiatives involving internships, student programs, workforce research, succession planning, employee development, career fair/event planning, and college/university outreach. This position requires a forward-thinking individual with a growth mindset, excellent communication skills, and the ability to organize and analyze data efficiently. Occasional travel to career fairs and recruitment events may be required. The Recruitment Unit's core objective is to help the State Water Resources Control Board build and retain a talented workforce, and we are recruiting for a talented individual that will play a pivotal role in that effort. Working Conditions

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position and might be expected to comply with after July 1, 2026.

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment.  Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. E mployees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable The salary range(s) included on this job posting do not reflect the reduction in pay.

- Excellent written and verbal communication skills.

- Strong public speaking experience.

- Experience interpreting laws, rules and regulations.

- Experience using Microsoft Excel and PowerPoint.

- Experience analyzing and tracking data.

- Experience with workforce/succession planning.

- High familiarity with personnel procedures and functions.

- Experience building strong working relationships with internal and external customers.

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment. and

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than (page length) 2 pages in length, using (Arial font and size 12), and normal margins.

Indicate your total years of experience when answering the following statements/questions:

1. Describe the experience, educational background, and qualifications you possess that would make you a successful candidate for this position.

2. Describe your experience with recruitment and recruitment outreach.

3.   Describe a time when you presented data to an audience. How did you ensure that your presentation was effectively communicated, how did you engage the audience, and how did you tailor your presentation to the needs of your audience?

4.   Describe your knowledge of and experience with, collaborating with staff, management team, other government agencies, and departments to facilitate program development and implementation.
