Supervisory Contract Specialist

Summary About the Position: : Serves as the Deputy Chief of Contracting and Business Operations Branch Chief for the Savannah District, supporting District-wide contracting operations and supervising Business Operations personnel/programs. Oversees procurement policy, compliance and quality reviews, acquisition systems, GPC program, workforce development, and process standardization; advises leadership and staff on complex procurement matters. Responsibilities Serves as the Deputy to the Chief of Contracting and the Business Operations Branch Chief, responsible for business operations and procurement oversight within the Savannah District Contracting Division. Oversees and directs the functions/programs and training of the Procurement Analysts, System Administrator, Government Purchase Card. Standardizing related processes within the Contracting Division in concert with counterparts across the Region. Supervises, plans and directs assigned functions and overall personnel management activities of the Business Operations Branch to include positions and pay, selection or participation in the selection of subordinate employees. Reviews actions for appropriate contract type, pricing provisions, selection of source, determinations, findings, documentation, clarity of contract terms, propriety of cited funds, plan compliance, procurement regulations and directives. Keeps abreast of all ongoing and pending acquisition policy and procedural changes and initiatives within and outside the government and recommends changes in the District’s programs which could result in new initiatives. Enhances the professionalism of the District by developing and implementing training for Contracting employees and employees of other functional areas based on policy, guidance, regulation and lessons learned from previous procurements. As the Deputy, assists in planning, developing, and establishing District strategy for the overall District acquisition program in support of the USACE, Division, and District mission plans. Advises management, contract specialists, contracting officers, and technical team members on matters pertaining to contracting policies and procedures. Monitors and tracks the status of organizational improvement initiatives and assists in coordination effort when scope of the involvement extends beyond the District. Supports and requests the Chief of Contracting in Senior Leader, Regional Governance, and District Executive Leadership Team meetings as needed to ensure appropriate Contracting representation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. AND B. A bachelor's degree and at least 24 semester hours in accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. AND C. Completion of all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions. AND D. Four years of acquisition experience. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills and abilities to perform successfully the work of the position. AND E. The requirements for membership into an Acquisition Corps are the same basic requirements as paragraphs A through D above EXCEPT that membership only requires the employee to be a GS-13 Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes; demonstrates the ability to oversee complex Federal acquisition and contracting programs; supervise or direct contracting personnel, procurement analysis, acquisition systems, Government purchase-card, and/or business-operations functions; interpret and implement acquisition regulations, policies, and procedures; conduct compliance reviews of acquisition files and develop documented recommendations or corrective actions; develop and deliver acquisition training; and provide authoritative contracting-policy advice to senior leaders, contracting personnel, and cross-functional customers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Business, Communications, Computers and Math, Engineering and Technology, Natural Sciences, Social Sciences, Languages and Humanities, Education, or Healthcare Administration. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies ( Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
