Victim Services Assistant Unit Manager (Probation Counselor III)

Job Announcement Under general supervision, this position reports to the Program Manager of the Victim Services Unit and is based at the Fairfax County Courthouse within the Court Services Unit of the Juvenile and Domestic Relations Court. The position serves as a team leader and assists the unit manager with administrative oversight of service provision within the Victim Services Unit. It assigns cases, offers guidance, evaluation and mentorship to Probation Counselor II and Administrative Assistant positions within the Victim Services Unit. The unit manager is assisted with developing, implementing, monitoring, and evaluating policies and procedures specific to Victim Services, and supervisory oversight of the unit is provided in the unit manager’s absence. The role is a consultant, trainer, and policy expert for other victim specialists in the unit, providing guidance on interpretation and application of the Code of Virginia, local policy and procedures as they relate to victim service provision, and assisting in case assignments to victim specialists. The position carries a client caseload, providing trauma‑informed supportive services to victims and witnesses of juvenile crime in the jurisdiction of Fairfax County, Fairfax City, and the towns of Herndon and Vienna. This includes receiving case assignments, investigating the nature of offenses to determine victim needs, contact with victims to provide crisis intervention, resource and referral, victims’ rights information, explanation of the criminal justice process, and notification of future court dates. The role makes appropriate referrals to other agencies or community resources, provides courtroom advocacy and orients clients on court and diversion processes, collaborates with stakeholders for consistent information and services, provides Victim Impact and Shoplifting Prevention classes to diverted and adjudicated offenders, assists with transportation for victims, witnesses, and defendants as allowable, provides restitution information to Court Services Unit staff, victims of crime, and defendants, and represents the Victim Services Unit in meetings with stakeholders and allied professionals. Illustrative Duties Serve as supervisor for Probation Counselor I, Probation Counselor II and/or Administrative Assistant positions. Actively participate in the selection, orientation, training and performance management process, including evaluating performance, identifying goals and objectives, recognizing staff achievements, and coaching staff in overcoming performance or skill deficiencies. Plan, assign, organize, and direct the flow of work and activities. Convene an interdisciplinary/inter‑agency team to collaboratively plan, deliver and monitor multiple services. Examine and evaluate the individual circumstances of each case referral. Ensure that subordinates adhere to agency operating procedures and standards adopted by the Code of Virginia and the Virginia State Department of Juvenile Justice. Evaluate effectiveness of methods and procedures and recommend changes. Participate in the development of policy and procedures. Maintain liaison with state and local law enforcement agencies. Interpret policies and regulations for clients. Work with other counselors in the disposition of cases assigned. Compose and dictate case records, petitions and correspondence. Supervised Visitation and Exchange Program: Enforce court orders and conditions of supervised visitation and exchanges as required and ensure overall quality of the program. Mediation Coordinator: Coordinate and implement mediation programs, assign mediators and monitor program quality. Residential Services: Manage the daily operation of an assigned wing of a residential facility, make final decisions regarding care or treatment of residents at the shift level, oversee medication disbursement, handle crisis situations, and may be required to drive a 15‑passenger van for educational and recreational trips. Police Department, Victim Services Section: Provide assistance in administrative oversight, monitor funding grants, handle short term responsibilities and projects that might normally be handled by upper management, perform supervisory functions in the absence of the director, serve as the point of contact for all victim service internal and external training for the department, identify appropriate training for victim services specialists. ASAP Case Management Services: Maintain a caseload of court‑referred and volunteer clients who have been charged/convicted of impaired driving offenses and first‑time drug offenders; interview clients during intake, assign appropriate program classification, write intake summaries and reports to courts, clients and treatment providers; conduct case management duties including monitoring ignition interlock, monitor client progress and make referrals, testify in court on non‑compliant cases, administer alcohol breath tests, perform supervisory duties, serve as probation supervisor when unavailable, supervise the intake process and handle calls and emergency situations, provide training and monitoring of staff regarding intake and case management. Required Knowledge, Skills and Abilities Knowledge of the principles of psychology and sociology. Knowledge of the practices and procedures of casework supervision and intake activities. Knowledge of federal, state and local juvenile and domestic relations laws. Ability to speak and write effectively. Ability to develop and maintain effective working relationships with a variety of individuals. Ability to interpret laws, rules, and regulations related to probation work and victim services. Ability to interview and counsel clients. Ability to prepare complete case records and reports. Ability to use technology to enter and retrieve information. Employment Standards Minimum Qualifications: Any combination of education, experience, and training equivalent to the following: Graduation from an accredited college or university with a master's degree in social/behavioral sciences, law enforcement, or education; AND two years of professional experience in probation work. For positions in the Police Department only, two years of sworn law enforcement supervision may be substituted for the two years of professional experience in probation work. Certificates and Licenses Required: Valid driver’s license (required at the time of application). Necessary Special Requirements: This position is considered Emergency Service Personnel to ensure the continuity of essential operations and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (weather, transportation, other disaster). Three years of professional work experience working in the victim services field directly with victims of crime. Must be available to work occasional evening hours to meet the needs of crime victims. Ideal candidate will have extensive experience working in a court system environment. Advanced knowledge of trauma‑informed practices, crisis intervention models, and victim‑centered service delivery. Familiarity with local, state, and federal victim‑related legislation and service standards. Experience working with diverse and underserved communities. Supervisory experience overseeing staff, interns, or volunteers in a human service, criminal justice, or clinical setting. Proficient in Microsoft Office applications including Outlook, Word, Excel, and PowerPoint. Experience with case management or client tracking software commonly used in victim services or human services environments. Ability to learn and utilize justice system platforms and databases (e.g., court case management systems, secure viewing systems). Comfortable generating reports, analyzing data trends, and ensuring accurate documentation using electronic systems. Physical Requirements: Employee may be required to lift up to 15 pounds.
