HR Specialist (Compliance - Recruitment & Staffing Specialist)

The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle. Office of Human Capital Services (HCS) This position is located in the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO), Office of Human Capital Services (HCS). HCS provides essential workforce support and operational HR solutions through the following Department-wide functions: Strategic and Operational Classification, Recruitment, and Staffing services; Payroll, Benefits, and Retirement services; Career/Life balance programs such as Employee Health & Wellness and Reasonable Accommodations; and Personnel Security Services. As a HR Specialist (Compliance - Recruitment & Staffing Specialist), you will:
- Plan and conduct program-wide compliance reviews of recruitment and staffing operations across HUD organizations.
- Interpret federal staffing laws, OPM regulations, Executive Orders, and HUD policy to assess systemic compliance risks.
- Evaluate SSP service delivery for alignment with HUD regulatory and control requirements.
- Analyze trends in compliance findings to identify root causes and emerging risk areas.
- Develop and recommend HUD-specific compliance guidance, controls, and procedural improvements.
