Position Summary Our Deloitte Strategy & Transactions team helps guide clients through their most critical moments and transformational initiatives. From strategy to execution, this team delivers integrated, end-to-end support and advisory services covering valuation modeling, cost optimization, restructuring, government operations modernization, business design and transformation, infrastructure and real estate, mergers and acquisitions (M&A), and sustainability. Work alongside clients every step of the way, helping them navigate new challenges, avoid financial pitfalls, and provide practical solutions at every stage of their journey—before, during, and after any major transformational projects or transactions.Recruiting for this role ends on 12/4/26.Work You’ll DoThe Rural Health Performance & Transformation Manager serves as a key link between healthcare policy, program requirements, data, and operations, helping clients translate complex information into actionable insights and effectively implement and monitor healthcare transformation initiatives.The ideal candidate brings experience supporting state or federal healthcare programs, performance reporting and evaluation, policy implementation, and data-informed program management, with the ability to work across policy, operational, and analytical teams. Experience with Medicaid, Medicare, CMS initiatives, rural health, or other publicly funded healthcare programs is particularly relevant.You will:Lead and oversee the use of healthcare program, provider, population, utilization, quality, access, and performance data to identify trends, gaps, risks, and opportunities for improvementDesign and support program performance measurement and reporting, including development of key performance indicators (KPIs), measures, dashboards, and reporting frameworks that enable state and program leaders to monitor implementation and outcomesSupport state and healthcare clients in interpreting and operationalizing federal and state program requirements, including requirements associated with CMS programs, funding initiatives, performance measures, and reportingEvaluate program implementation and performance, synthesizing quantitative and qualitative information to assess progress, identify barriers, and recommend corrective actions or program improvementsTranslate complex analytical findings and policy requirements into clear, actionable recommendations for program leaders, policymakers, and healthcare stakeholdersSupport the development and implementation of program policies, operating processes, governance structures, and performance management approachesAnalyze healthcare utilization, access, service delivery, provider capacity, and population-level trends to inform program strategy and targeting of interventionsWork with clients and subject matter specialists to define data requirements, reporting processes, measures, and evaluation approachesManage day-to-day delivery of healthcare analytics, performance reporting, evaluation, and program implementation workstreams, overseeing supporting team membersCollaborate with project leadership to develop client recommendations, implementation plans, executive-level presentations, and program reportingIdentify and address data quality, availability, and methodological limitations that could affect program reporting, evaluation, or decision-makingCoordinate across program, policy, operational, financial, clinical, and data stakeholders to translate findings into implementable actionsThe successful candidate would possess these skills:Ability to work independently and collaborate as part of a teamEffective written and verbal communication skillsMeticulous attention to detail and quality of work productAbility to build and sustain professional relationships Ability to lead projects or workstreamsAbility to manage and prioritize multiple tasks in a fast-paced and dynamic environmentStrong interpersonal skills and professional demeanor Ability to meet deadlinesAbility to provide clear mentorship and guidance to othersThe TeamDeloitte’s Government & Public Services (GPS) practice – our people, ideas, technology and outcomes – is designed for impact. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $128,000 to $252,500.You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
