Who We Are: Since 1946, we've been providing compassionate treatment to support the behavioral, physical and emotional health of children and families, where the needs of each child are individually assessed and dynamic treatment plans are specifically designed to properly transition them from disruptive to permanent, stable environments. Our services include community-based services, residential treatment, and treatment foster care programs throughout our locations in central and northeast Ohio and West Virginia. - Provides direct supervision, leadership, coaching, and development to the HR Supervisor - Talent Management, HR Supervisor - Benefits and Leave Management, and Supervisor - Talent Acquisition; establishes clear expectations, priorities, accountability, and opportunities for continued professional development.
- Provides leadership and operational oversight of talent management, talent acquisition, benefits and leave management, and other assigned Human Resources functions to ensure effective, consistent, compliant, and employee-focused delivery of HR services across the organization.
- Serves as a key partner to the Vice President of Human Resources in implementing HR strategy, translating strategic priorities into operational practices, and assuming responsibility for appropriate day-to-day HR operational decisions.
- Promotes collaboration and coordination across HR functions and develops the leadership capabilities of HR supervisors, including appropriate delegation, independent decision-making, and accountability for their respective areas of responsibility.
- Evaluates HR processes, workflows, technology, and service delivery to identify and implement opportunities for increased efficiency, standardization, automation, process improvement, and an enhanced employee and leader experience.
- Provides leadership and consultation on complex employee relations matters, workplace investigations, performance concerns, corrective actions, and interpretation of organizational policies and procedures; serves as an escalation point for complex or sensitive matters and elevates significant or high-risk issues when appropriate.
- Partners with the HR Supervisor - Talent Management to ensure consistent employee relations and performance management practices and to identify workforce trends that may require additional leadership education, organizational intervention, or process improvement.
- Partners with the Supervisor - Talent Acquisition to ensure recruitment strategies, talent pipelines, workforce planning efforts, and recruiting resources effectively address organizational workforce needs, priority vacancies, and difficult-to-fill positions.
- Partners with the HR Supervisor - Benefits and Leave Management to ensure effective administration and oversight of employee benefits, leave management, wellness, workers' compensation, vendor relationships, and related regulatory compliance.
- Partners with HR leadership and organizational leaders to develop and implement strategies that improve employee retention, engagement, workforce stability, and the overall employee experience.
- Ensures Human Resources programs, policies, procedures, documentation, and practices are administered consistently and in accordance with organizational expectations and applicable federal and state requirements.
- Assists the Vice President of Human Resources with HR-related compliance, audits, accreditation requirements, policy development and interpretation, and organizational risk management.
- Uses workforce data and HR metrics to evaluate operational performance, identify trends and risks, establish priorities, and make recommendations for improvement; partners with the HR Metrics Analyst to develop meaningful dashboards, reports, and analyses to support decision-making.
- Provides the Vice President of Human Resources with appropriate visibility into HR operations, emerging risks, significant workforce trends, complex employee relations matters, and departmental resource needs.
- Collaborates with organizational leadership, Finance, Legal, Information Technology, and other internal and external partners on initiatives affecting employees, workforce operations, or Human Resources.
- Supports and promotes inclusion and belonging in the workplace and reinforces The Village Network's commitment to a positive, respectful, trauma-informed, and equitable work environment.
- Attends and participates in relevant meetings, committees, training opportunities, and organizational initiatives as assigned.
- Performs other duties as assigned.
- Bachelor's degree in human resources, business administration, organizational leadership, or related field required.
- Minimum of five years of progressive, broad-based Human Resources experience, including experience in multiple HR disciplines such as employee relations, talent acquisition, benefits, leave management, performance management, compliance, or HR operations.
- PHR and/or SHRM-CP certification(s) preferred.
- Prior experience supervising and developing Human Resources professionals or leaders required.
- Demonstrates strong leadership, decision-making, and sound judgment, including the ability to independently evaluate complex or sensitive situations, determine appropriate courses of action, and recognize when matters require escalation.
- Proficiency with Human Resource Information Systems (HRIS), Microsoft Office products, and other HR technology, with the ability to identify opportunities to improve processes through effective use of technology.
- Strong analytical skills and the ability to interpret workforce data, HR metrics, and trends to support decision-making and continuous improvement.
- Excellent verbal and written communication skills with the ability to communicate effectively, build relationships, and provide consultation to employees and leaders at all levels of the organization.
- High degree of professionalism, discretion, and ability to maintain confidentiality of sensitive employee and organizational information.
- Valid Ohio Driver's License and maintenance of a driving record that allows the individual to be insured with The Village Network's vehicle insurance provider. Ability to travel to Village Network sites as necessary.
- Occasionally move about inside the office to access file cabinets, office machinery, etc.
- Constantly operates a computer and other office productivity machinery, such as a copy machine, computer printer, etc.
- Ability to effectively communicate orally and in writing with all levels of personnel, internal and external to the organization.
- Ability to bend, stoop, lift, push, reach, and walk for periods of time.
- Must be able to lift 20 pounds independently
