Job Description The Division of Economic & Financial Opportunity (DEFO) promotes a competitive and diverse New York City business environment by supporting minority‑owned, women‑owned, and other small businesses seeking to grow through government contracting. The NYC SBS APEX Accelerator and M/WBE Vendor Services Unit offers assistance to small businesses looking to sell their goods or services to the government through one‑on‑one counseling, workshops, and trainings. We are looking for a Program Manager to oversee daily activities focused on helping small businesses become government contractors, coordinate internal staff and partner organizations, deliver technical assistance, and market the program. Job Responsibilities Manage the administration and development of new programming, including working with the program administrator vendor and coordinating with SBS, City Hall, and agency partners. Develop and manage standard operating procedures (SOPs), internal and external communications, and data/reporting standards for the program. Oversee program outreach and recruiting, and work with the marketing department to develop marketing materials. Assist government agencies and prime contractors in researching small business databases for potential contracting opportunities. Conduct research and make recommendations related to doing business with government agencies. Conduct market research and develop marketing strategies and tactics for government customers. Conduct counseling sessions with business clients to qualify them for government contracts and subcontracts, researching opportunities and pricing. Advise clients on registration and certification processes needed to do business with government. Create strategies to acquire small business clients using traditional and web‑based communications tools such as social media and email campaigns. Collect and interpret business profile and program process data to inform service and program improvement. Assist with developing assessment tools, performance reports, and surveys for programs. Recommend new program development based on observation, data analysis, and research. Conduct analysis to support program marketing, recruitment, and follow‑up. Manage a success story system, proactively collecting and organizing success stories from MWBEs who have won contracts through the unit. Participate in special projects and other duties as needed. Position Eligibility Criteria Program Manager Associate (Vendor Services Associate): up to 2 years of full‑time, relevant experience in government procurement and small business development, or customer service supporting businesses seeking contracting opportunities. Program Manager (Vendor Service Representatives): 3+ years of full‑time, relevant experience in government procurement and small business development, or customer service supporting businesses seeking contracting opportunities. Minimum Qualifications A baccalaureate degree from an accredited college and at least two years of experience in community work or community‑centered activities related to the duties described above; or High school graduation or equivalent and six years of experience in community work or community‑centered activities related to the duties described above; or Education and/or experience equivalent to the above; however, all candidates must have at least one year of experience in community‑related work. Preferred Skills Ability to use sound judgment and recommend appropriate action steps for small business growth. Strong project management skills with experience managing projects involving diverse stakeholders. Customer service orientation and proficiency. Ability to work well with others to achieve common goals. Previous experience in program development, including design, implementation, and contract administration. Proficiency with MS Word, Excel, PowerPoint, Visio, Project, and Outlook, and ability to deliver flow charts, process flows, and presentations. Foreign language skills are a plus.
