Summary

You will serve as a Supervisory Management and Program Analyst with the Executive Secretariat & Regulatory Affairs, Office of the Secretary of Interior.

This is a Schedule Policy/Career position.

Some of the major duties you will perform include but are not limited to the following:

• Provides leadership and management for the Department's regulatory and policy management activities
• Maintains oversight for programs and projects to ensure adequate and timely accomplishment, adherence to established policies and initiates corrective action as required.
• Guides the development of strategic planning for Departmental functions related to regulatory affairs and policy management.
• Advises senior Department officials in the development of regulations and policies.
• Manages the Departmental regulatory relationship with OMB, the Executive Office of the President, the Federal Register, and other agencies.
• Provides supervision to the regulatory affairs and policy management staff.

As a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the excepted service. You will obtain competitive status after two years of service in this position, if applicable. Your employment in this position will be at-will. Merit Systems Protection Board(MSPB) appeals of adverse actions concerning performance, discipline, and other matters arising under chapters 23, 43, and 75 of title 5, United States Code will not be available to an individual serving in this position. Prohibitions on prohibited personnel practices will be enforced by the Office of General Counsel [or agency equivalent position] and not the Office of Special Counsel.

All qualifications must be met by the closing date of this announcement - 10/06/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications:

Specialized Experience

To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1. Leading and managing regulatory and policy management program for a Department, bureau or office.
2. Providing review and coordination to ensure timely accomplishment of regulatory and policy objectives.
3. Briefing senior Department and other officials regarding regulations and policy matters.
4. Supporting the federal regulatory process by coordinating with the Office of Management and Budget and other key federal partners.
