Purpose of this position Purpose of this position is to provide executive-level leadership and oversight of assigned Fire Rescue operations and programs, including emergency service delivery, Emergency Medical Services (EMS), training, logistics, communications, special operations, and other departmental initiatives as assigned. The position evaluates department operations and recommends improvements to support safe, effective, and efficient service delivery. This class works under the general direction of the Fire Chief or designee, exercising considerable independent judgment in planning, directing, evaluating, and improving assigned departmental operations, programs, and personnel. Essential Functions Plans, organizes, supervises, and participates in activities related to emergency service delivery, training, logistics, and other assigned Fire Rescue functions. Manages assigned daily activities involving communications, special operations, Emergency Medical Services (EMS), and Fire Rescue operations; ensures adequate staffing and operational readiness. Analyzes operational data and performance measures, including response times, call volumes, trends, and other benchmarks; prepares and supervises the preparation of records and reports. Evaluates the effectiveness of department operations and institutes or recommends changes to improve safety, efficiency, effectiveness, and service delivery. Assumes command or control of Fire Rescue activities at fires, medical emergencies, disasters, and other emergency incidents when required. Performs labor and employee relations activities, including coordination with union representatives, Human Resources/Employee Relations, and the City Attorney’s Office, as appropriate; participates in collective bargaining activities and implementation of agreements. Participates in recruitment and personnel actions and makes recommendations regarding hiring, transfer, promotion, reassignment, discipline, and termination consistent with City policies and applicable agreements. Reviews and supports the proper maintenance, readiness, and condition of Fire Rescue stations, apparatus, equipment, and assigned resources. Typical Qualifications Bachelor's degree in fire science, business administration, public administration, or a related field. At least two (2) years of fire service management experience at the Battalion Chief level or higher. Current State of Florida Firefighter Certification. Must possess and maintain a valid State of Florida Paramedic certification. Must possess and maintain an American Heart Association (ACLS) card. Must possess and maintain an American Heart Association BLS – CPR & AED card. Valid Florida Driver’s License or ability to obtain one within 30 days of employment with an acceptable driving record. Must maintain throughout employment. Preferred Education And Experience Requirements Advanced degree in fire science, emergency management, business administration, public administration, organizational leadership, or a related field is preferred. Additional executive fire service, emergency management, incident command, leadership, or specialty-team credentials are preferred when applicable to the assigned area of responsibility. Knowledge, Skills And Abilities Considerable knowledge of modern fire suppression, emergency medical services, emergency response, training, logistics, communications, and special operations principles and practices. Knowledge of applicable federal, state, and local laws, regulations, standards, City policies, departmental procedures, and collective bargaining requirements affecting Fire Rescue operations. Ability to plan, organize, direct, supervise, and evaluate complex Fire Rescue programs, emergency operations, personnel, and resources. Ability to analyze operational data, identify trends, evaluate performance, and develop recommendations that improve effectiveness and service delivery. Ability to exercise sound judgment and provide effective command and leadership during emergency incidents and other high-consequence situations. Ability to communicate effectively, prepare clear reports and recommendations, and collaborate with employees, labor representatives, City leadership, partner agencies, and community stakeholders. Ability to establish and maintain effective working relationships with City officials, employees, vendors, partner agencies, and the general public. Physical Demands Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs work involving light physical demands, including exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. The position may also require walking, standing, sitting, operating a computer, responding to emergency scenes, and performing command or supervisory functions in field environments. Work Environment Work is performed in office, fire station, vehicle, and emergency-scene environments. The employee may be exposed to weather, smoke, heat, noise, traffic, hazardous materials, infectious disease, and other conditions associated with emergency response. Appropriate safety practices and personal protective equipment shall be used as required. Work Hours Typical Hours Monday-Friday 8:00am - 5:00pm. This is an executive Fire Rescue position that may require work beyond normal business hours, including nights, weekends, and holidays. The employee is an essential emergency service worker and may be required to report to work or remain on duty during declared emergencies, disasters, hurricanes, major incidents, or other operational needs of the City. Employees sick days shall be credited at the rate of eight (8) hours or one (1) working day for each month of completed service. Retirement Plan The retirement program for this position is the Florida Retirement System (FRS). Educational Reimbursement Program Full-time employees are eligible to receive educational reimbursement for undergraduate and graduate coursework according to the following criteria and schedule of benefits. Employees who have completed their one (1) year of employment are eligible to participate in the Educational Reimbursement Program. With approval of the course(s) and subject to availability of funds, employees may be eligible for reimbursement (other than Master's Degree program courses) of 100% for a grade of A, 90% for a grade of B, and 75% for a grade of C. The City will provide reimbursement up to a maximum of $5,250.00 per tax (calendar) year based on current federal taxation requirements and limits, or as may be modified in future years. Per IRS regulations, tax-free benefits under an education assistance program are limited to $5,250 per employee, per year. Annual Evaluations An annual evaluation will be given on the anniversary date of employment. Annual evaluations are eligible for merit increases to commensurate with the City’s pay for performance policy of up to 3%. Discount Programs The City offers a variety of discount programs.
