Transportation Supervisor

Position Summary

The Transportation Supervisor is responsible for planning, coordinating, and overseeing the safe, efficient, reliable, and cost-effective transportation of the district's public, nonpublic/private, special education, and other eligible student populations.

The Transportation Supervisor serves as the district's authorized representative for student transportation matters and works closely with contracted transportation providers, District administrators, school personnel, families, the Intermediate Unit, outside educational programs, and regulatory agencies. The Transportation Supervisor exercises independent judgment in transportation decisions, following consultation with the Director of Business and transportation contractors when appropriate.

Essential Duties and Responsibilities:

Transportation Operations and Routing

1. Plan, coordinate, monitor, and evaluate the district's daily student transportation operations.

1. Work with contracted transportation providers to develop and maintain safe and efficient bus routes, stops, schedules, vehicle assignments, and student loading plans.

1. Coordinate transportation for public, nonpublic/private, kindergarten, special education, career and technical education, alternative education, and other eligible students.

1. Coordinate specialized transportation services for students attending Intermediate Unit programs, approved private schools, and other out-of-district placements.

1. Collaborate with the Intermediate Unit and appropriate District personnel to determine student transportation eligibility and service requirements.

1. Review proposed bus stops and routes for safety, efficiency, travel time, vehicle capacity, and compliance with applicable requirements.

1. Monitor student ridership and bus load counts throughout the school year and communicate necessary adjustments to schools, families, drivers, and transportation contractors.

1. Monitor residential development, enrollment changes, school boundary changes, road construction, and other factors that may affect current or future transportation needs.

1. Coordinate transportation for athletic events, field trips, extracurricular activities, and other District-approved travel.

1. Maintain open communication with transportation contractors concerning routes, staffing, student assignments, service needs, and operational concerns.

1. Ride District-contracted vehicles periodically to observe routes, loading procedures, student conduct, and general transportation operations.

Student Records and Scheduling

1. Maintain accurate transportation records, including student names, addresses, telephone numbers, school assignments, emergency information, bus assignments, stops, and special transportation requirements.

1. Establish and maintain procedures for annually updating student transportation information and processing changes involving student addresses, schools, grade levels, programs, or transportation needs.

1. Maintain current bus rosters and distribute them to authorized schools, drivers, contractors, and staff as appropriate.

1. Provide transportation schedules and route information to District schools and other authorized recipients before the opening of school and throughout the year as changes occur.

1. Use student information systems, routing software, GPS information, databases, spreadsheets, and other technology to maintain accurate records and improve transportation services.

1. Protect the confidentiality of student information and transportation records in accordance with applicable laws and District policies.

Safety, Emergency Preparedness, and Compliance

1. Develop, implement, administer, and periodically review procedures that promote the safe, orderly, and efficient operation of the district's transportation program.

1. Serve as the District's primary contact for school transportation emergencies and coordinate notification of administrators, families, emergency responders, law enforcement, and other appropriate parties.

1. Develop, distribute, and annually review procedures for bus accidents, vehicle breakdowns, severe weather, evacuations, delayed routes, missing students, and other transportation emergencies.

1. Coordinate and document required school bus evacuation drills in accordance with Section 1517 of the Pennsylvania Public School Code and other applicable requirements.

1. Monitor contractor compliance with applicable federal and state laws, Pennsylvania Department of Education regulations, Pennsylvania Department of Transportation requirements, Board policies, contracts, and District procedures.

1. Maintain or verify required transportation documentation, including driver qualifications, licenses, training records, physical examinations, clearances, driving records, and other legally required records.

1. Review accident and incident reports, investigate transportation-related safety concerns, and recommend corrective action when appropriate.

1. Assist with the development and coordination of driver and transportation staff orientation, safety training, and in-service programs.

1. Work with transportation contractors to monitor vehicle inspections, preventive maintenance, repairs, cleanliness, safety equipment, and overall fleet readiness.

Student Conduct and Customer Service

1. Assist the Board and administration in developing and implementing policies and procedures governing student conduct on school vehicles.

1. Work with principals, administrators, families, drivers, and transportation contractors to investigate and resolve student behavior and disciplinary concerns.

1. Investigate and respond promptly and professionally to transportation complaints, requests, service concerns, and questions from families, staff, schools, contractors, and members of the public.

1. Develop and maintain positive working relationships with District schools, nonpublic/private schools, families, transportation providers, community organizations, and governmental agencies.

1. Communicate route changes, delays, emergencies, and service interruptions accurately and promptly to affected parties.

1. Promote a professional and positive public image of the District's transportation program.

Contractor, Financial, and Administrative Responsibilities

1. Monitor the transportation contractor's performance and compliance with contractual requirements, District expectations, safety standards, and service levels.

1. Review requests and supporting documentation for changes or revisions to existing routes and recommend appropriate action.

1. Review contractor invoices, mileage reports, trip charges, and other transportation expenses for accuracy before submitting them to the Business Office for payment.

1. Maintain accurate records for regular transportation, specialized transportation, athletics, field trips, extracurricular travel, and other District transportation services.

1. Prepare and submit required federal, state, and local transportation reports, reimbursement forms, surveys, and other documentation accurately and within established deadlines.

1. Assist with developing, administering, and monitoring the transportation budget.

1. Analyze transportation data, costs, routes, vehicle utilization, and service levels to identify opportunities for improved safety, efficiency, and cost control.

1. Assist in developing transportation specifications, bid documents, contracts, procedures, and recommendations for consideration by the administration and Board.

1. Provide transportation-related reports and information to the administration and Board as requested.

Staff Supervision

1. Supervise, direct, support, and evaluate the performance of assigned transportation employees.

1. Establish work priorities, assign responsibilities, monitor performance, and provide training and guidance to assigned staff.

1. Participate in interviewing and selecting employees and make recommendations concerning hiring, reassignment, transfer, discipline, or termination in accordance with District procedures.

1. Promote a collaborative, respectful, service-oriented, and safety-focused working environment.

1. Attend administrative, contractor, parent, school, and community meetings as required.

1. Remain available during transportation operating hours and respond to emergencies, inclement weather, staffing shortages, and unexpected service disruptions as necessary.

1. Perform other duties consistent with the position as assigned by the Director of Business or Superintendent.

Required Education and Experience

• Bachelor's degree from an accredited college or university in business administration, transportation, logistics, education, public administration, or a related field.

• Relevant experience in student transportation, fleet operations, logistics, school administration, dispatching, or a comparable operational environment.

• Supervisory or management experience preferred.

• Experience working with contracted transportation providers preferred.

• An equivalent combination of education, training, and relevant experience may be considered when permitted by District requirements.

Required Skills and Knowledge

• Knowledge of applicable federal and Pennsylvania laws, regulations, and standards governing student transportation.

• Knowledge of transportation safety, routing, scheduling, dispatching, fleet operations, and emergency procedures.

• Demonstrated leadership, supervisory, organizational, and decision-making abilities.

• Strong oral and written communication skills.

• Ability to establish and maintain effective working relationships with students, families, employees, administrators, contractors, government agencies, and community members.

• Ability to define problems, collect and analyze relevant information, establish facts, draw valid conclusions, and implement appropriate solutions.

• Ability to manage multiple priorities and respond calmly and effectively to emergencies and changing conditions.

• Ability to exercise sound judgment, discretion, confidentiality, and professionalism.

• Proficiency with student information systems, transportation routing software, GPS technology, databases, spreadsheets, word-processing applications, email, and standard office equipment.

• Ability to prepare and maintain accurate reports, records, schedules, invoices, and regulatory documentation.

Licenses, Certifications, and Clearances

• Valid driver's license and an acceptable driving record.

• Current federal and state criminal background clearances, child abuse clearance, FBI clearance, and other clearances required by Pennsylvania law and District policy.

• Ability to obtain and maintain any certifications or training required by the District.

• Commercial Driver's License with appropriate passenger and school bus endorsements preferred.

General Physical Demands

• Perform work generally classified as light duty.

• Exert up to 20 pounds of force occasionally, up to 10 pounds frequently, and a negligible amount of force continuously to move objects.

• Occasionally inspect vehicles, bus stops, transportation facilities, and accident or emergency locations.

• Occasionally work outdoors and be exposed to varying weather and road conditions.

• Travel within and outside the District as required.

• Frequently use hands, fingers, and wrists to operate computers, telephones, and other office equipment.

• Occasionally reach, bend, climb, push, pull, or use the arms and shoulders repetitively.

• Rarely stoop, twist, crouch, crawl, or kneel.

Communication, Hearing, and Vision

• Communicate clearly and effectively in person, by telephone, electronically, and through written correspondence.

• Hear and understand detailed information, instructions, alarms, traffic conditions, and emergency communications.

• Possess sufficient near and distance vision to review records, use computer systems, inspect vehicles and stops, and observe transportation operations.

• Adjust visual focus between materials and objects at varying distances.

Work Environment and Schedule

The Transportation Supervisor works in an office environment, schools, transportation facilities, school vehicles, and outdoor locations. The position requires a flexible schedule, including early mornings, afternoons, evenings, and occasional weekends. The employee must be available to respond to transportation emergencies, severe weather, school schedule changes, and service disruptions.
