Reporting to the Senior Director of Finance and Strategy for Operations, Finance and Administration, the Director of Capital Finance and Administration at Yale University will play a pivotal part in the administration and strategic planning of capital finance. This position will lead efforts to oversee capital planning and administration for all Operations units, including Facilities and Information Technology Services (ITS). The Director will serve as a key advisor and analyst, providing high-level advice and analytical support to inform critical decisions. This includes proactively collecting, synthesizing, and presenting quantitative and qualitative data from both internal and external sources. By leveraging financial, operational, and market data, the Director will generate new insights and contribute to the decision-making process at the highest levels of the University. Responsibilities include developing, implementing, and managing the five-year capital spending plan for the University's Facilities building/construction initiatives and ITS' technology infrastructure and systems investments. This role ensures the alignment of financial resources with strategic departmental goals while maintaining data integrity, adhering to University policies, and upholding high standards of financial stewardship. The Director will work closely with stakeholders in Facilities, ITS, and other departments to ensure the integrity of financial data and foster collaboration to streamline capital planning and resource management. The Director will also be responsible for directing the preparation and analysis of capital budgets, monitoring spending, and reporting on financial performance to senior leadership. This includes ensuring the accurate tracking of capital expenditures, funding, and budget status, and ensuring that capital finance practices comply with University policies and federal, state, and local regulations. Utilizing advanced analytical tools, databases, and project software, the Director will assess financial performance, identify trends, and provide actionable insights to improve capital project outcomes and ensure long-term financial sustainability. Identifying and implementing opportunities to improve the efficiency and effectiveness of capital finance processes, driving continuous improvement in capital budget management and reporting procedures, is also expected. Additionally, the Director will manage and support a team of financial analysts and administrative staff, providing training, guidance, and career development to ensure the continued growth and effectiveness of the capital finance function. Identifying and analyzing financial risks related to capital projects and advising on mitigating strategies while monitoring internal and external factors that may impact capital finance are also part of the role. Participation in construction audits to ensure compliance with contractual obligations and representing Facilities in legal and federal audit situations as needed will be required. Representing the Facilities and ITS capital program in meetings, committees, and external engagements is another essential aspect. This involves developing new or revised institutional policies and procedures and ensuring their integration with current practices and systems. Finally, the Director will serve as a primary resource for Facilities and ITS staff on project presentations and procedural issues, manage the project accounting function for the Facilities and ITS capital program, and ensure adherence to accounting standards through daily financial monitoring and transactions. 1. Formulates, establishes and implements policies for the financial unit/department. 2. Prepares and monitors budgets, grants and contracts as they relate to the department; oversees the development, preparation, and administration of budgets, grant proposals, grant reports, and other financial data and reports. 3. Provides a range of financial analyses; reviews and approve for processing all expenditures related to the department. 4. Understands and monitors external and internal factors influencing the unit's mission and goals. 5. Establishes and maintains strong internal controls to provide effective, appropriate resource use, accurate financial information, and adherence to university policies and external regulatory requirements. 6. Safeguards university assets, resources, information and reputation. 7. Implements and maintains strong internal controls to provide reasonable assurance of effective and appropriate resource use, accurate financial information, adherence to contractual obligations and agreements, policies, procedures, and external regulatory requirements. 8. Identifies, communicates, addresses, and escalates risks in a timely and appropriate manner; ensures staff understands the relevant regulations and Yale requirements as they pertain to their scope of activity. 9. Provides comprehensive financial information, analysis and reporting to monitor and evaluate the application of the department's financial resources; identify available financial resources, and recommend how to deploy efficiently to best support Unit objectives. 10. May perform other duties as assigned.Required Education and Experience
Minimum requirement of Bachelor's Degree in related field and six years of related experience or an equivalent combination of education and experience.Required Skill/Ability 1:
Comprehensive knowledge of mathematical, financial and economic concepts, accounting theories and principles and fund accounting. Ability to evaluate and assess multiple complex financial cost studies, make recommendations and to solve complex problems using investigative/research and analytical tools.Required Skill/Ability 2:

Financial experience, including but not limited to, capital budgeting processes, operating budget analysis, financial modeling and database administration. Master's degree; CPA; experience in a Facilities or Construction organization; experience in higher education; experience with Workday Financial Software, Trinity Unity Construct or similar capital project management software.Drug Screen
