The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS), supporting more than 18,000 agency staff across Oregon.

The Office of Developmental Disabilities Services (ODDS) is a program of ODHS in coordination with OHA. ODDS utilizes eXPRS, a web-based system developed to manage long-term care Medicaid services for individuals with intellectual and developmental disabilities (I/DD). OIS is seeking an experienced Senior Developer to support ongoing operations, maintenance, development, refactoring, and enhancements for the eXPRS application.

Scope of Work

The Senior Developer will support the Operations and Maintenance of the ODHS/ODDS eXPRS application, focusing on:

Identifying and remediating application bugs and defects.
Completing operational, enhancement, performance, maintenance, and refactoring requests from the eXPRS Azure DevOps (ADOS) backlog.
Implementing User Interface (UI) improvements and fulfilling data/reporting requests.
Transitioning concepts, designs, and enhancements to existing team members for long-term operational support.

Key Tasks & Responsibilities

Application Development: Develop and deliver code modifications, updates, and comprehensive system documentation for the eXPRS application.
Requirements & Design: Collaborate with the ODHS business product owner to understand functional requirements; work with the technical architect to align with technical standards and document technical designs, dependencies, and solution options.
Agile/Scrum Execution: Participate in daily Scrum, sprint planning, and review meetings with Solution Development and Delivery (SDD) and Business Support Unit (BSU) teams. Deliver regular working prototypes on a 1-to-2-week cadence.
Process Adherence: Follow existing requirements management, design, development, and issue-tracking standards using Azure DevOps (ADOS).
Technical Specifications: Produce technical specifications for all deliverables, including database modifications, interface program changes, batch programs, application modules, and use cases.

Required Skills and Experience

10+ Years: Java development experience.
10+ Years: J2EE development experience.
10+ Years: IBM DB2 UDB experience.
10+ Years: Eclipse IDE experience.
5 Years: Prior state government experience within the last five years.
1 3 Years: Direct experience with eXPRS Application Development.
Strong background in Agile/Scrum delivery models and Azure DevOps (ADOS).
Solid understanding of software development lifecycle (SDLC), debugging procedures, coding best practices, and technical documentation.
