Job Description and Duties

Reporting locations for the Environmental Scientist positions is:

CalRecycle’s Waste Tire Enforcement Section is seeking multiple Environmental Scientists to perform field inspections at waste tire facilities, determine violations, and take appropriate enforcement actions against non-compliant sites.

Under direction of the Senior Environmental Scientist (Supervisory), the Environmental Scientist (incumbent) will perform a variety of responsible professional scientific office and field work. Incumbents independently perform?assigned public health, environmental and natural resource management?analysis, research, surveys, investigations, and studies; write final reports; prepare regulatory and compliance documents; enforce environmental law and regulations; prepare non-routine correspondence and answer?non-routine questions from the public; and do other related duties to implement CalRecycle’s statewide Waste Tire Enforcement Program.

This position conducts field inspections throughout California and requires regular travel up to 50% of the time, by car and plane, including single or multi-night trips.

Beginning July 1, 2026, CalRecycle staff will be office-centered, requiring employees to report to the office at least four days per week. This position may be eligible for hybrid telework under Government Code 14200, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program needs. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the positions designated headquarter location, as reflected on the duty statement and at their own expense.

Working Conditions

This position may be eligible for hybrid telework under Government Code section 14200 for eligible applicants residing in California, subject to the candidate meeting eligibility set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location in Sacramento, at their own expense. The EPA headquarters offices in downtown Sacramento are well-lit, enclosed, non-windowed office cubicles in a smoke-free environment.

The 40-hour work week schedule is typically dayshift, Monday through Friday, but requires flexible schedules, travel, overnight stays, and potential days over 8 hours depending on time needed to complete inspections, or special projects. Office and field work includes, on a regular basis, writing and reviewing inspection reports and notices, contact with the regulated community by way of in-person, phone and video conferencing, preparation and review of other documents and internet research. The job requires you to perform field inspections, hear vehicles and alarms or other audible signals of possible risk.

• Writing inspection reports or technical reports or papers
• Conducting field inspections or field studies, locally or in remote locations
• Interpreting laws and regulations or analyzing compliance against written standards
• Working with local, state, or federal agencies to exchange information or guidance on a regulatory process
• Communicating effectively in presenting or responding to inquiries from the public, business, or regulatory agencies
• Being responsible for an individual assignment while working as a part of team
• Using databases to enter and collect data and to create reports
• Using modern computer programs, i.e., MS Word & MS Excel, SharePoint, PowerPoint, Outlook, mapping software.

Statement of Qualifications

4. Describe your experience working on databases to develop reports and provide analysis of data to an individual or diverse team.
