California Environmental Quality Act Project Manager Public Utilities Commission – Energy Division Location: San Francisco (Hybrid telework with minimum two days on premises; alternate JC numbers for Los Angeles or Sacramento available) Job type: Permanent, Full Time Salary: $9,631.00 – $12,054.00 per month Final Filing Date: 7/20/2026 Qualifications & Experience Minimum qualification: Public Utilities Regulatory Analyst V classification. New‑to‑State candidates hired at the minimum salary or the minimum of the alternate range. Responsibilities Serve as senior CEQA Project Manager for complex electrical and natural‑gas infrastructure projects. Conduct technical, policy, and economic analyses to support Administrative Law Judges, Commissioners, and Advisors in permitting activities. Oversee the preparation of CEQA and other environmental review documents and lead the permitting process. Manage construction compliance for utility infrastructure projects. Advise ALJs on rulings, prepare briefings, and perform policy research. Request consultant proposals, manage selection, and act as contract manager for consultant services. Facilitate workshops and stakeholder meetings as required. Handle multiple complex projects concurrently. Minimum Requirements Classification: Public Utilities Regulatory Analyst V Salary range: $9,631.00 – $12,054.00 per month Working Conditions The position requires travel and a hybrid work schedule with a minimum of two days a week on site.
