Eligibility Specialist – Social Services Division The County of El Dorado’s Health and Human Services Agency, Social Services Division is dedicated to improving the quality of life for residents by providing essential public assistance programs such as CalFresh, CalWORKs, Medi‑Cal, General Assistance and employment services. Overview As an Eligibility Specialist you will determine the eligibility of applicants for public assistance programs through interactive interviewing, fact‑gathering and casework. You will maintain up‑to‑date knowledge of program regulations and procedures, enter and retrieve data from automated systems, resolve discrepancies, and provide referrals for health, social and/or employment services. Responsibilities Perform interactive interviews to elicit eligibility information and verify financial, employment, tax, and personal demographic data. Analyze financial and eligibility information to determine initial or continuing eligibility for multiple aid programs. Explain regulations, rules and policies to clients and advise them of their rights, responsibilities and eligibility for participation in public assistance programs. Ensure accuracy and completion of application and declaration forms. Resolve discrepancies by securing documentation, medical records and confirmations from other agencies. Enter and retrieve numeric and narrative data, and issue benefits from an automated computer system. Evaluate clients for and answer questions regarding Advanced Payment Tax Credits and Covered California plan options. Qualifications Eligibility Specialist Trainee – Salary Range $21.84 – $26.54 Hourly Two (2) years of full‑time clerical experience with public contact, interviewing, math computations, or completion of forms; OR One (1) year of full‑time experience determining eligibility for loans, financial assistance, unemployment, or social services; OR Completion of sixty (60) semester or ninety (90) quarter college units. Eligibility Specialist I – Salary Range $22.95 – $27.90 Hourly One (1) year of full‑time experience equivalent to the Eligibility Specialist Trainee; OR One (1) year of full‑time experience determining eligibility for health programs, loans or benefits plus two (2) years of clerical work; OR Two (2) years of full‑time experience determining eligibility for health programs, loans or benefits; OR Four (4) years of full‑time clerical work; OR Equivalent to a bachelor’s degree from an accredited institution. Eligibility Specialist II – Salary Range $25.50 – $31.00 Hourly One (1) year of full‑time experience equivalent to the Eligibility Specialist I level. Licenses and Certifications Valid California or Nevada Driver’s License with a satisfactory driving record. Additional Requirements The ability to speak and read Spanish in addition to English is an asset but not required. Bilingual proficiency may qualify for a $1.00 per hour differential. Individuals with access to Federal Tax Information will be subject to a background investigation and a criminal history check; re‑investigation occurs at least once every ten (10) years. Many job classifications require pre‑employment medical screening, including drug testing. A positive test may result in the revocation of an employment offer.
