Role Overview
The English Learner (EL) Grants & Compliance Specialist supports the academic success of Indiana's English Learners by administering several key federal and state funding streams and ensuring compliance with all relevant requirements. This role oversees the Title I, C Migrant Education Program, Title III, A English Learner and Immigrant funding, the Refugee School Impact Grant, and state EL-related funding sources. The Specialist manages grant cycles end-to-end (including applications, amendments, monitoring, reporting, and closeout), and provides clear, timely guidance to local education agencies (LEAs) on how to meet federal and state expectations. In addition to grant administration, the Specialist serves as a liaison to the IDOE Monitoring & Compliance team and the Office of Federal Programs, offering EL-specific expertise for monitoring, corrective actions, and cross-program coordination. This position also contributes to the broader work of the English Learner & Multilingual Education (ELME) team by developing technical assistance materials, co-creating professional development, and informing statewide initiatives that support multilingual learners.
The ideal candidate is an experienced EL practitioner who thrives in a compliance-driven, detail-oriented environment, communicates effectively, and excels at cross-team collaboration. This role plays an essential part in ensuring Indiana fulfills its obligations to migrant, refugee, immigrant, and multilingual student populations while advancing high-quality EL programming statewide.

Role Requirements
Master's degree in Education preferred; Indiana ENL teaching license preferred. At least four years of successful K-12 teaching or relevant educational experience. Strong knowledge of federal and state laws, regulations, and policies related to English Learners and program compliance. Ability to demonstrate program area knowledge expertise related to second language acquisition theory, English language development instructional program design and methodology; and knowledge of best practices for student learning, instruction and assessment; impact of language and linguistic differences within the classroom; curriculum development. Strong oral and written communication skills. Proficiency with computer systems and software, including both common tools (e.g., Excel) and new or specialized platforms (e.g., eCivis/Euna grants management). Ability to analyze district needs, organize complex information, and provide clear, actionable guidance. Strong interpersonal skills with the ability to collaborate effectively across teams and with diverse stakeholders. Ability to travel locally, regionally, and nationally as responsibilities require.

A Day in the Life
The essential functions of this role are as follows: Monitor education program/initiative objectives, outcomes, and actions to achieve agency goals. Interpret and explain policies, rules, regulations, or laws to constituents within educational institutions. Implement strategic action plans to address program gaps and opportunities. Prepare and disseminate reports on program effectiveness. Ensure program requirements adhere to federal and state policies and grants compliance. Assist in the training and development of education system employees or agency consultants on program requirements and usage. Serve as a liaison between agency and other state and federal agencies.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
