Manager, Product Jurisdiction & Classification

Job Summary The Manager, Product Jurisdiction & Classification will act as the subject matter expert and leader for the Jurisdiction and Classification (JC) program within the Teledyne FLIR Defense group of companies. This position will work with Engineers who have been trained as JC classifiers (called “Focals”) as a second level review to confirm the classification of items (hardware, software, and technology). The role will also serve as the primary point of contact for JC determinations within Teledyne FLIR Defense, initiate JC training, support JC efforts during product development, and assist in drafting Commodity Jurisdiction (CJ) or Commodity Classification Automated Tracking Systems (CCATS) documentation while liaising with the Corporate International Trade Compliance (CITC) JC team. Job Duties & Responsibilities Perform second‑level reviews to confirm JC focal classification determinations of items for the Teledyne FLIR Defense group. Work closely with Engineering, Product Development, and Project Management to address classification issues and concerns on a regular basis. Understand the technical elements of product development to bridge engineering with regulatory requirements. Provide guidance and support to the JC focal team. Review technical documentation such as ICDs, test reports, white papers, Bill of Materials, and product manuals to understand design intent, configuration, and function. Participate in the NPI process to increase exportability. Prepare analyses explaining the functions of electromechanical components and software protocols for non‑technical personnel. Provide strategic guidance on designing and classifying items for successful entry into intended markets. Monitor applicable regulations affecting current or future JC determinations and lead efforts to implement holds, changes, hold releases, or license updates proactively. Develop, implement, manage, and train on JC processes and the tools required for proper JC assignment to hardware, tools, equipment, and technical information. Maintain and update local JC policies and procedures. Draft and submit JC determination requests to the U.S. Department of State via the DECCS portal or CCATS requests to the Bureau of Industry and Security. Assist the business with investigations and disclosures of any trade compliance incidents. Conduct periodic audits and self‑audits and implement corrective actions as required. Provide periodic reporting and metrics of relevant JC data to business stakeholders and to CITC. Job Qualifications Bachelor’s degree from a four‑year college or university strongly preferred. Technical background in mechanical, electrical, or systems engineering. Minimum of 5 years of experience (or equivalent) with an emphasis on engineering and regulatory analysis. Experience performing structured Orders of Review for JC self‑determination or formal JC requests. Experience with U.S. export regulations (ITAR, EAR, OFAC) and knowledge of UK, EU, UAE, and/or Norwegian export control laws preferred. Ability to read, analyze, and interpret governmental regulations and trade compliance resources; experience writing reports and presenting information to business leaders. Experience with ERP software (SAP preferred), Global Technical Systems (GTS), and Global Trade Management software (OCR Ease preferred). Hands‑on, proactive attitude with problem‑solving, analytical, and critical thinking skills. Team player in a diverse, internationally operating business. Willingness to travel approximately 10% primarily domestic.
