Systems Engineer (Level 4)

The Systems Engineer (Level 4) serves as a senior technical authority for complex, inter-discipline, and inter-organizational systems engineering efforts in support of the ISEE program. This individual is responsible for managing very complex and/or high-risk programs, supervises assigned technical staff including subordinate managers, and provides expert guidance and direction to Government and vendor senior technical personnel. Because of the scope of the role, the Level 4 Systems Engineer does not serve in any other capacity.

Responsibilities:

• Manage very complex and/or high-risk programs as the assigned senior systems engineer.
• Supervise assigned technical staff, including subordinate managers.
• Establish state-of-the-art techniques for designing, developing, modifying, and troubleshooting highly complex computer operating and hardware systems.
• Design operating and hardware systems; formulate system concepts, architecture, and specific requirements; and develop implementation approaches.
• Identify and direct resolution of complex hardware and software interface issues, serving as subject matter expert on emerging technologies.
• Direct the development of system specifications and technical documentation.
• Provide technical direction for the development, engineering, interfacing, integration, and testing of all components of complex hardware and software systems — including requirements elicitation, analysis and functional allocation, system requirements reviews, concepts of operation, interface standards, system architectures, and end-to-end flow analysis.
• Conduct and approve end-to-end system trade analyses to optimize system operations across the life cycle through proper balance of non-functional performance areas.
• Analyze user requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications.
• Provide technical leadership for the integration of requirements, design, and technology, and incorporate new plans, designs, and systems into ongoing operations.
• Direct multiple contractor and subcontractor teams through project completion.
• Oversee and monitor performance across several disciplines and take steps to resolve issues as required.
• Work individually or as a key member of a senior leadership team.
• Interact with the Government regarding systems engineering technical considerations and associated problems, issues, or conflicts.
• Communicate with program personnel, Government stakeholders, and senior executives.

Required Skills and Experience:

• Active TS/SCI Security Clearance
• DoD 8570 compliance or an information assurance certification commensurate with the technical objectives and services required within the task order, maintained throughout contract performance.
• One of the following combinations of education and systems engineering experience: High School Diploma + 12 years; Associate's Degree + 10 years; Bachelor's Degree + 8 years; Master's Degree + 6 years; or PhD + 4 years.
• Demonstrated experience managing complex or high-risk technical programs.
• Experience supervising technical staff, including subordinate managers.
• Experience directing end-to-end system development from requirements elicitation through integration and test.
• Experience conducting or approving system trade analyses across a system life cycle.
• Experience providing technical direction to Government and vendor senior personnel.

Preferred Certifications:

• CompTIA Security+ (IAT Level II) or CASP+ (IAT Level III)
• INCOSE Certified Systems Engineering Professional (CSEP) or Expert Systems Engineering Professional (ESEP)
• Project Management Professional (PMP)
• Applicable software or hardware training and certifications commensurate with the IT environment specified within the task order
