POSITION DESCRIPTION
T. White Parker seeks a Records Management Analyst to provide records management support in a federal civilian organization. This role will be the lead Records Management Analyst providing daily support to the client's records management office across the full records life cycle: inventories, scheduling, training, policy development, and disposals/transfers. The Records Management Analyst understands the federal records management environment including day-to-day operations, compliance requirements, and is able to provide and implement efficiency and effectiveness improvements.
PRIMARY DUTIES AND RESPONSIBILITIES
Primary job duties and responsibilities include, but are not limited to the following:
- Provide analysis and resulting recommendations for managing all aspects of the records life cycle at the agency.
- Serve as lead records management analyst, providing daily support to the client's records management office across the full records life cycle: inventories, scheduling, training, policy development, and disposals/transfers.
- Evaluate current recordkeeping practices and advise leadership on maintaining compliance with applicable federal recordkeeping laws and agency-specific guidance.
- Draft, revise, and shepherd approval of records retention schedules through the client organization's electronic records archive system, averaging roughly 5-8 updates annually.
- Build and maintain a centralized file plan (hosted on a collaboration platform such as SharePoint) along with a master inventory of permanent records, keeping both current as retention rules evolve.
- Direct teams of records analysts and liaison staff in carrying out inventory management, file separation, and preservation work, typically on a weekly cadence.
- Oversee the disposal and transfer of records, distinguishing records from non-records, assembling inventory documentation, and coordinating shipments to the appropriate archival or storage facility several times each month.
- Author and update recordkeeping policies, standard operating procedures, and training materials, and spearhead an annual records clean-up and awareness event across program offices.
- Run a liaison officer network by organizing recurring meetings, tracking annual transfer and destruction targets by office, and administering a yearly program assessment survey.
- Advise on electronic recordkeeping systems, running periodic compliance reviews, risk assessments, and metadata practices to support digital records readiness.
- Apply working knowledge of federal records, privacy, and information-access laws when preparing documentation for records transfers and disposals.
MINIMUM POSITION REQUIREMENTS
- Bachelor's degree in business, library science, public administration, or a related field.
- Minimum of 5 years of related experience in federal records management.
- Experience with Google Suite (Docs, Sheets, Drive) for collaborative documentation and file management.
- Demonstrated knowledge of the Federal Records Act, Privacy Act, Paperwork Reduction Act, FOIA, and NARA regulations and guidelines.
- Experience developing and revising records retention schedules and working with NARA's Electronic Records Archives (ERA) system.
- Hands-on experience with the Archives and Records Centers Information System (ARCIS) for records transfers and requests.
- Proficiency with SharePoint or comparable collaboration platforms for maintaining file plans, inventories, and program documentation.
- Experience leading or supervising analysts or liaison staff in records inventory, file segregation, and preservation activities.
- Strong writing and analytical skills, with demonstrated ability to develop policy documents, SOPs, and training materials.
- Experience facilitating meetings and producing formal meeting minutes, assessments, and reports for senior stakeholders.
- Effective communication and collaboration skills, particularly in working with cross-functional teams.
- Exceptional writing skills with the ability to communicate records management concepts clearly and concisely.
- Proficiency in Microsoft Office Suite.
- Ability to obtain a Public Trust Security Clearance
- Ability to work in the U.S. without sponsorship
- Must be available to work onsite in SE Washington, D.C.
