Occupational Health Nurse

Architect of the Capitol

Summary Are you a nurse who would like to serve the general public? The Architect of the Capitol (AOC) and Office of Attending Physician (OAP) of the United States Capitol are actively recruiting for an Occupational Health Nurse to provide general nursing services to Members of Congress, Staff, and visitors to the buildings under the jurisdiction of the AOC. Responsibilities The Occupational Health Nurse will provide emergency assessment, diagnosis and initial treatment of injuries or illnesses. The nurse also administers life-saving procedures including cardiopulmonary resuscitation and other first aid procedures and provides information on health related issues. Major Duties Include: Occupational Health Nurse Services Providing health care maintenance, diagnostic and therapeutic services, education and counseling while performing Occupational Health Nurse duties. Performing emergency assessment, diagnosis and initial treatment of injury or illness. Notifies the Attending Physician in cases where initial treatment is beyond the competence or scope of the incumbent for advice and assistance, and based on the circumstances, to expedite the conveyance of the patient to a physician or suitable medical facility at the request of or on behalf of the patient. Administering lifesaving procedures including cardiopulmonary resuscitation and other emergency first aid procedures to stabilize a patient. Must be fully knowledgeable in the areas of cardiopulmonary resuscitation and other lifesaving procedures. Performing routine diagnostic and therapeutic procedures, monitoring stress levels and evaluating the treatment. Provides emotional support to the patient and family by providing information on the treatment. Performs electrocardiograms for patients to diagnose abnormalities of a heart condition. Refers patients to their personal physicians as necessary. Dispensing or performing first aid or palliative treatment for conditions to enable the employee to complete the current work shift before consulting with their personal physician. Administers certain treatments such as allergens, vaccines, vitamins and similar treatments requested by the employee's private physician and in accordance with instruction of the OAP. Administers required immunizations as requested. Providing standard healthcare maintenance, diagnostic/therapeutic services, education and counseling to patients. Evaluates and Instructs Patients on Routine and Emergent Care Encouraging and informing patients of ways to maintain or improve their health status through education and counseling and performs other routine general nurse duties. Serves as an Information Resource Serving as a health informational resource to Members of Congress, Staff and visitors for specialized information related to a particular patient population, health issue or clinical protocol. Maintains accurate, complete and confidential medical records on all patients diagnosed or treated and ensures proper security of these records. Maintains a supply of emergency drugs in an Emergency Drug Box and ensures all drugs and supplies are current and maintains proper security of the Emergency Drug Box and Supplies. Maintains an automated data base of patients treated and operates a personal computer for required and data input and retrieval. Conducts effective observations, prepares personal histories or uses other assessment measurement devices to gather information that portrays the client's physical health. Must be reliable, adaptable, able to prioritize patient privacy, and capable to work independently and/or with a group. You must meet the definition of specialized experience. You resume and question responses must demonstrate job-related KSAs. “To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below: A citizen of the United States; A person who is lawfully admitted for permanent residence and is seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B); A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or A person who is currently an officer or employee of the Government of the United States.” Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. It is available for your review on the OPM web site at OPM qualification standards Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: (1) Assessing, planning, implementing and evaluating employee/patient care utilizing the nursing process to determine proper health care in a work environment; and (2) Developing and implementing techniques common to normal nursing practices such as palliative, triage and emergency care. Education In addition to meeting the specialized experience requirements, you must meet the following: DEGREE: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. (*Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools.) AND Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along if selected. Additional Information Welcome Veterans.
