You will serve as a SUPERVISORY CONTRACT SPECIALIST in the PURCHASING DEPARTMENT of NAVAL POSTGRADUATE SCHOOL.

Duties

• You will plan, organize and supervise the work of Purchasing Agents.
• You will evaluate the work performance of staff, and advise, counsel and instruct employees on both work and administrative matters.
• You will develop performance standards and initiate changes in organization of work or assignment of functions to improve workflow and services
• You will attend and provide high-level briefings to senior acquisition professionals and utilize substantive past technical and managerial experience in the execution of day-to-day tasks.
• You will perform contracting tasks that may include monitoring contractor performance; prepare contract modifications; procure technical items using formal advertised methods.
• You will develop procurement plans, determine bid responsiveness, plan negotiation strategies, and obtain required pre-negotiation business clearance.
• You will serve as manager of the NPS GPC Program and SAP procurements with responsibility for oversight and ensuring compliance in accordance with regulatory statutes and higher level instructions.
• You will review and determine the method of procurement and act as a liaison between the Agency Program Coordinator, Approving Officials/Certifying Officers, Contracting Officers, Purchasing Agents, Department Card Holders and customers.
• You will provide statistical analysis to the higher level supervisor, and ensure that coordination is made to identify, notify, utilize, and/or exchange products.
• You will provide customer and staff support when required.

• Males born after 12-31-59 must be registered for Selective Service.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
• You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, organizing and supervising the work of Purchasing Agents. Evaluating work performance of staff. Advising, counseling and instructing employees on both work and administrative matters. Developing performance standards. Initiating changes in organization of work or assignment of functions to improve workflow and services.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

For GS-11: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
