Medical Director

El Rio Health

Job Description The Medical Director Family Practice is responsible for planning, directing, and overseeing the operations and fiscal health of the El Rio Health (department, business unit division or operating unit) within El Rio Health. The Medical Director Family Practice is responsible to direct and monitor assigned staff and projects to accomplish goals for El Rio Health. The Medical Director Family Practice assists the Chief Clinical Officer with oversight and coordination of quality comprehensive medical care to a variety of clinic patients, in an efficient and cost-effective manner, for both the specialty unit and El Rio Health. With guidance and leadership from the Chief Clinical Office., the Medical Director- Family Practice assesses, develops, implements, and evaluates clinical and administrative functions and operations of El Rio Health Clinics, to ensure delivery of effective, and appropriate quality patient care is consistent with established regulatory, licensing and practice standards and requirements. The Medical Director Family Practice is a member of the clinical staff and engages in the part-time delivery of medical care in conjunction with budgetary, staffing, quality, and other managerial functions of the teams which support the mission and goals of El Rio Health. The primary goal of the El Rio Health Medical Director Family Practice is to support El Rios Mission of providing comprehensive, quality health care that is affordable and accessible to all who may have healthcare needs, by successfully performing the primary essential functions.The following functions and responsibilities will contribute to El Rio Health to achieve its KEY RESULTS: World Class Experience for staff and patients Healthier patients and employees Positive Financial Result Essential Job Functions: Assists with the supervision of provider staff, recruitment, and development and training. Serves as primary liaison and support between their specialty unit and Chief Clinical Officer. Assists with developing, coordinating, and enforcing medical policies. Educates staff on rationale and need for adherence to medical policies. Supervises, monitors, audits, and evaluates Physicians, Nurse Practitioners, Certified Nurse Midwives, Physician Assistants and/or students on their assigned unit. Coordinates the peer review of medical and dental When appropriate advises medical providers on factors that affect clinical decision making. Ensures compliance with medical staff bylaws, rules, policies and procedures and regulations on their assigned unit. Assists with implementing sanctions where indicated. Serves as preceptor for mid-levels on their assigned unit. Assists with the development and coordination of diagnosis-related practices and guidelines. Assists with recruitment of medical staff. As delegated and authorized by the Chief Clinical Officer, has the authority to discipline, change schedules, authorize leave, and assign duties and other responsibilities of their assigned unit. Meets regularly with the Chief Clinical Officer, attends required meetings and as delegated by the Chief Clinical Officer and chairs meetings. Assists with the assessment and recommendation of the appropriate use of new technology in treatment of patients. Prepares clinical reports and correspondence concerning patients under his/her care to physicians, hospitals, and other individuals and facilities. Works cooperatively with Clinical Staff. Assures the support of essential medical consultants as needed. Addresses clinical issues with regard to patient satisfaction and program development for clinical input. Supports the CCO with the implementation of a professional development program for clinical staff. Meets regularly with Clinic Operational leadership to review performance, address barriers, and enact strategic action plans. As a multispecialty clinic, collaborates with leadership from other disciplines such as OB/Midwifery, Physical Therapy, BH, Pain management and Clinical pharmacy to optimize integration of services to support the PCMH model. Reviews organization and clinic quality metrics on a regular basis and actively works with clinicians and Operational leadership to implement best practice workflows to improve outcomes in support of the Population Health model. Corresponds with patients and discuss with clinicians any patient grievances filed regarding clinical care. Achieves operational objectives by contributing information and analysis to functional strategic plans and reviews by: preparing and completing action plans implementing production, productivity, quality, and customer-service standards supports managers and team members with completing audits, determining system improvements, and implementing change. Creates a work environment of professional practice by encouraging innovation and collaboration, actualizing human caring, eliciting commitment to excellence, demonstrating a respect for diversity. Maintains professional relations by facilitating open channels of communication with other organizational leaders, other departments, physicians, and ancillary personnel to promote excellence in service throughout the organization. Contributes to organizational effectiveness by identifying short-term and long-range issues that must be addressed; providing information and commentary pertinent to deliberations, recommending options and courses of action; implementing directives. Establishes strategic goals by gathering pertinent business, financial, service and operations information; identifying and evaluating trends and options, chooses a course of action and evaluates outcomes. Analyzes proposed legislation, regulations, or rule changes to determine how the organization or health care services could be impacted. Acts as a consultant to senior leadership regarding the interpretation of program-related federal, state, and other county regulations and policies. Provides guidance and expert advice to management or other groups on technical, systems or process-related topics. Prepares executive summaries to inform leadership of the status and implementation plans of programs, services, and quality initiatives. Accomplishes staff results by communicating job expectations; plans, monitors, coaches, develops, and disciplines staff, as necessary. Maintains staff by recruiting, selecting, orienting, and training employees; provides personal growth opportunities to staff. Completes operations by: Organizing workflow to accomplish established objectives Delegating responsibility Evaluating subordinates effectively Implementing productivity standards Resolving operations problems Maintaining reference manuals Administering necessary discipline Provides information to leadership, supervisors, co-workers, and subordinates by telephone, in written form, e-mail or in person as deemed most effective and appropriate. Maintains a clean, safe, and hygienic work environment in compliance with all Policies and Procedures including but not limited to work areas, workstations, examination rooms, hand washing, infection prevention and control etc. for this position. Demonstrates an understanding of and proficiency with the application of all compliance and reporting requirements respective to Joint Commission Certification (JCC) standards. Controls expenses by gathering and submitting budget information, scheduling expenditures, monitoring variances, and implementing corrective actions. Create Tomorrow- I embrace effecting change and seek innovative solutions.Minimum Education and Experience: Doctorate Degree in Medicine or Osteopathy from an accredited college or university Medical Doctor or Doctor of Osteopathy from an accredited program of study Seven (7) years of supervisory experience; preferably in a healthcare environment Three (3) years of experience as a medical provider Current and unrestricted license to practice medicine in a healthcare environment Experience with electronic health record system Meets requirements of Medical Staff membership If applicable, equivalent combination of education and experience may be considered, and must be directly related to the functions and responsibilities of the job.Required Licenses, Certifications, and Registrations: Current and unrestricted license to practice medicine in Arizona. Level I fingerprint clearance card: current valid and in good standing or have applied for it within seven working days after beginning employment. Current certification in Basic Life Support (BLS) for health care Employees in this position are required to have reliable transportation that can meet any operational reassignments of the organization during the workday. If an employee is driving during work hours, the employee is required to possess a valid drivers license and must be in compliance with Arizona vehicle insurance requirements. Preferred Education, Experience, Skills, Abilities: Masters Degree in Public Health Administration or a related field from an accredited college or university. Ten (10) years of supervisory experience; preferably in a healthcare Bilingual (English/Spanish) with the ability to speak, read and write in both Core Competencies: Clinical Knowledge Ethics and Integrity Personal Effectiveness People Management Professionalism Risk Management Conflict Resolution Negotiation Performance Assessment Cultural Competence and Adaptation Management Duties: Direct supervision of staff as Participates in recruiting, selecting, orienting, and training staff as Schedules staff, conducts employee training, professional development, and annual performance reviews as assigned. Accomplishes department objectives by planning and evaluating department activities and by managing Language Skills: Ability to communicate with people outside of the organization and representing the organization to customers, the public, government, and other external sources. Interact diplomatically with the public in a continuous public contact Ability to present technical analysis effectively in writing and verbally to internal and external Ability to apply knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. Computer/Mathematical Skills: Ability to identify measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system. Advanced knowledge with MS Office, including Word, Excel, Power Point, Outlook, and the Uses computers and computer systems (including hardware and software) to set up functions, enter data, or process information. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical Knowledge of general and fund accounting and business practices to effectively manage Compiles, categorizes, formulates, audits, or verifies information or Other Skills and Abilities: Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
