Solid Waste Contract Monitor - Compliance/Maintenance Specialist II

Solid Waste Collections Unit Position

Monitor the solid waste franchise agreement, solid waste ordinance provisions, respond to customer inquiries, and perform general activities to support the overall goals of the Solid Waste Collections Unit.

Provides support and assistance to the Compliance/Maintenance Specialist Tier III in monitoring the daily operation of solid waste collections. Investigates reports of non-compliance and documents circumstances regarding possible violations of the Solid Waste Ordinance, Franchise Collections Agreement, and/or illegal dumping. Works with contractor(s) and commercial/residential customers to improve service and resolve operational complaints and concerns as they occur.

Provide waste audits, make recommendations, and increase business knowledge of waste reduction/recycling programs and resources available. Primarily focused on increasing the amount of commercial solid waste being recycled and/or diverted from disposal at the county's landfill. Provides documentation, reports, etc. along with follow-up to ensure compliance with mandatory recycling program.

Provide solid waste management expertise and assistance to county facility staff. Oversee programs to increase county facility recycling rate and optimize solid waste services.

Assists in the design and development of educational programs/materials and data collection used to increase business compliance with mandatory ordinance 2006-001 dealing with waste reduction and recycling.

Maintains continuing education through seminars, training, industry publications, collaboration with outside vendors, County departments, contract vendors and co-workers.

Prepares and delivers presentations.

Prepares and delivers presentations to county facilities, businesses, schools, and community organizations focusing on increased compliance with Solid Waste Ordinance 2006-001. Organizes, coordinates, and hosts public workshops, recognition programs and other special events to promote recycling and resource conservation.

Develop and implement communication materials to promote collection programs and educate residential and commercial customers on special waste programs.

Minimum Qualifications: A High School Diploma or its equivalent, and three (3) or more years of experience in inspections and/or monitoring for contract compliance. Possession of a valid Florida Driver's License. College or university level training in an appropriate field may be substituted on a year-for-year basis for the required experience.

Preferred Qualifications: SWANA level training. Microsoft Excel, PowerPoint, and Word. Experience in making presentations and/or public speaking.

Job Competencies:

• Ability to explain complex rules and regulations to customers and review, interpret, and apply county ordinances and state statutes.
• Ability to communicate with the public in a tactful and courteous manner in writing and when speaking in public.
• Ability to conduct research, investigate issues and enter data into spreadsheets using basic to intermediate Microsoft software applications
• Knowledge of waste reduction and recycling resources and opportunities.

Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.

Pay: $15.87 – $20.44
