About this Role
The Analyst II independently processes and audits complex personnel and payroll transactions; administers the department's Medical Leave Program by determining employee eligibility for the Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Leave (PFL), Nonindustrial Disability Insurance (NDI), Pregnancy Disability Leave, and other leave programs; resolves payroll and employment issues; conducts research and analysis; develops and implements process improvements. The incumbent collaborates with internal and external stakeholders, including the State Controller's Office (SCO), California Department of Human Resources (CalHR), State Personnel Board (SPB), California Public Employees' Retirement System (CalPERS), and departmental management to ensure accurate and timely personnel services.

Working Conditions

This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Employees are currently required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.
Personal Leave Program: Effective July 1, 2025, state employees are subject to temporary salary reductions ranging from 2% to 4.62% in exchange for Personal Leave Program (PLP) hours. Please note that the salary ranges listed in this Job Control may not reflect these reductions associated with the 2025 Personal Leave Program. Please follow the link for more information regarding the 2025 Personal Leave program: Merit Salary Adjustment (MSA): Every seven (7) - twelve (12) months depending on the position and based on performance, employees may receive a 5% salary increase until they reach the maximum salary of the position.

Special Requirements

1. Describe your experience processing complex personnel, payroll, benefits, and leave transactions. Include an example of how you researched and applied State laws, regulations, or policies to resolve a complex issue.
2. Describe a time you identified and implemented a process improvement related to personnel, payroll, or human resources operations. What was your role and what was the outcome?
3. Describe your experience determining employee eligibility and administering leave programs, such as the Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Nonindustrial Disability Insurance (NDI).
