Requirement: Senior Financial Analyst Job Description: The candidate will provide senior financial management support for SPP Congressional Notification Development and Coordination. The role supports DSCA security cooperation account execution, budget formulation, and congressional notification activities across the fiscal cycle. Key Responsibilities: Update, reconcile, and analyze FY spend plans, program values, and funding data to support congressional notifications, budget execution, and leadership decision-making. Support rework of spend plans and related submissions ahead of congressional notification milestones, including tranche packages and budget rollout actions. Analyze appropriations bills, enacted changes, earmarks, residuals, and funding deltas to identify puts/takes, deviations from initial budget formulation, and required reallocations. Draft and refine language, talking points, and briefing materials for budget rollouts, congressional staff discussions, senior leader engagements, and special interest item reviews. Respond to RFIs, taskers, and data calls related to notification, obligation, expenditure, and execution rates. Support release of Title 10 and other program funds for execution, including review of available balances, unobligated funds, residuals, and reallocation options. Maintain and improve scorecards, trackers, and status-of-funds reporting used to monitor notification completion, funding execution, and budget performance. Coordinate across DSCA directorates and external stakeholders to ensure timely inputs, accurate reporting, and aligned funding decisions. Assist with recurring analyses supporting security cooperation and Foreign Military Sales-related programs, including budgeting, execution, and reporting activities. Identify opportunities to streamline reporting, improve data quality, and enhance financial visibility through process improvements and automation where appropriate. Qualifications/Requirements: The Candidate must have the ability to think strategically, act tactically, and display strong analytical and critical thinking skills. They must also build strong cross-group working relationships and demonstrate exceptional organizational skills and attention to detail. The Candidate must be able to thrive and succeed in an entrepreneurial environment and not be hindered by ambiguity or competing priorities. We are looking for candidates who can work in a fast-paced environment and can leverage their background in financial support services to support client requirements. Minimum Qualifications: US Citizen Active SECRET (or higher) security clearance Lives in the NCR Must be able to work on-site 5 days per week on the 3rd floor SCIF. Highly Desired Qualifications: Strong preference for candidates with direct security cooperation and Foreign Military Sales experience. Experience supporting DoD budget execution, congressional notifications, RFIs, spend plans, and appropriations analysis. Familiarity with DSCA processes, Title 10 funding, and cross-directorate coordination.
