Summary The position is located in the Department of Veteran Affairs (VA) - Veterans Health Administration (VHA) - Mid-Atlantic Health Care Network (VISN 6) - Salisbury VA Medical Center (VAMC) - in Salisbury - NC - which is organizationally aligned within the Education and Learning Resources Service - Research and Academic Affairs section. Qualifications To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 07/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. All qualified applicants must meet this Basic Requirement for the GS-0601 series. Education: Possess a Bachelor's degree (or higher) from an accredited college or university in a major study in an academic field related to the medical field - health sciences or allied sciences appropriate to the work of a Health Science Specialist. (Copies of transcripts are required at the time of application) In addition to meeting the Basic Requirement above - you must also meet one of the following additional requirements for the Health Science Specialist. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: comprehensive knowledge of the range of laws - policies - regulations - and precedents applicable to the administration of an accredited research program - the sequence and timing of research grant submissions; and the knowledge about directing an effective team to negotiate effectively with management to implement research that may involve substantial agency resources - familiarity with the roles and responsibilities of research personnel and extensive knowledge of all phases of study execution from study conceptualization to study closeout and dissemination of results sufficient to plan - implement and monitor the execution of research. OR - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree - in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge - skills - and abilities necessary to do the work of this position. OR - Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Must have an equivalent combination of successfully completed graduate level education (beyond 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree) and specialized experience as described above - to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge - skills - and abilities necessary to do to the work of this position. This education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume. Preferred Experience: Experience with supervising research performance - regulations - and contracting. Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g. - Peace Corps - AmeriCorps) and other organizations (e.g. - professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. For more information on these qualification standards - please visit the United States Office of Personnel Management's website at Duties The primary purpose of the position is to plan - develop - and direct the complex activities of Salisbury VA Healthcare System Research and Academic Affairs This position impacts every phase of the Research and Academic Affairs - from inception of project - applications for funding - budget management of funded projects - resource allocation for projects - compliance with federal laws and VA policies/directives on protection of human subjects in research - onboarding trainees - and local and national-level VA reporting requirements Additionally - this position manages clinical contracts through the Medical School affiliates for the Medical Center - impacting direct patient care throughout the facility Duties include but not limited to: Supervisory Duties and Personnel Management: Directs and supervises a wide range of staff with different technical skills The positions include personnel in the fields of human research protection - budget - and administration to include: four (4) Research Coordinators GS-0601-11 - three (3) Research Coordinators GS-0601-09 - one (1) Research Coordinator GS-0601-07 - one (1) Budget Technician GS-0561-07 - and two (2) Practical Nurse GS-0620-07 Plans work to be accomplished by staff - setting short term priorities and planning schedules for work completion Evaluates the performance of staff under supervision Assigns work based on priorities taking into consideration task difficulty - requirement of assignment and capabilities Directs the personnel management program for both the academic affairs and the Research components of the R&AA Service line - including management of two different federal HR entities (i.e local station HR and HROO (the Veterans Affairs Central Office Research & Development HR service) Acts as the liaison with the human resources and labor management office concerning personnel-related matters Provides orientation and training for new staff Provides advice on solving complex personnel related problems Research and Academic Affairs Project Management and Strategic Planning: The administrative responsibilities include every phase of the research activity - from inception of project - applications for funding - budget management of funded projects - resource allocation for projects - compliance with federal laws and VA policies/directives on protection of human subjects in research - and local and national-level VA reporting requirements The position encompasses many diverse areas - including but not limited to oversight of human studies research and associated review boards - accounting and budget management - procurement and contracting - personnel administration - as well as oversight of VA merit - career development and other special solicitation applications Manages the preparation and submission of VA Merit - career development and special solicitation applications for research funding Reviews of all proposals submitted for VA funding for accuracy with complex and detailed instructions for application Reviews budgetary requirements for personnel - equipment - and supply requirements Reviews letters of intent and research proposals to ensure program relevance and conformance with published guidelines Develops both long and short-range policies and plans for the organization by coordinating the needs of the organization(s) for which accountable Provides formularized planning direction for management Manages and coordinates all administrative aspects of Research and Academic Affairs Develops and implements policies and procedures for R&AA VISN-Level Research and Academic Affairs Responsibilities: In addition to the facility-based responsibilities - the Supervisory Health Science Specialist also performs a significant VISN-level role in support of Research and Academic Affairs across VISN 6 Serves as a key administrative resource to VISN leadership and affiliated VA medical centers by providing guidance - consultation - and coordination related to research administration policies - procedures - and operational requirements Procurement/Contracting and Budget Guidance/Administration: Develops the need for and maintains an awareness of available resources - and makes recommendations to senior management regarding needs - distribution or redistribution of these resources Full authority for a large number fund control points Work Schedule: Monday - Friday 8am - 4:30pm Telework: This position may be authorized for ADHOC telework according to agency policy Virtual: This is not a virtual position Position Description/PD#: Supervisory Health Science Specialist - Research and Academic Affairs Coordinator/PD502700 Relocation/Recruitment Incentives: Not Authorized Permanent Change of Station (PCS): Not Authorized #J-18808-Ljbffr Direct Jobs
