Description
Provides research, plans, management, and designs of civil, utility infrastructure and transportation engineering for construction and maintenance. Applies specialized engineering knowledge to solve design, maintenance, improvement, and construction challenges and problems. Serves as a contributor on various development projects including land use planning, engineering plan review, and construction solutions. Must have the ability to perform work in an

office or field environment and ability to understand and apply federal, state and local regulations related to design and construction of public works. Works in close coordination with developers, engineers, other City departments and other governmental agencies.
Examples of Duties


(An employee in this classification may perform any of the following duties; however, these examples do not include all the specific tasks that an employee may be expected to perform)
  • Contributes to a positive work environment.
  • Serves as a fully qualified engineering professional, performing assignments and/or participating with other engineers, technical staff, and consultants in developing, implementing, and evaluating engineering plans, work processes, systems, and procedures.
  • Serves as project manager for a variety of public works construction and upgrades in fields such as, but not limited to, streets and transportation system infrastructure, sanitary sewer, storm water, and water distribution networks.
  • Prepares feasibility and cost estimates. Develops and/or reviews engineering specifications to comply with City standards. Develops project schedules and work sequences and sets up and performs progress and quality reviews.
  • Monitors work in progress to ensure compliance with agreed upon specifications. Reviews and recommends approval of change orders.
  • Conducts review of engineering plans for commercial, industrial, and residential infrastructure proposed through the permit process (Public Improvement or Site Development)
  • Participates with the City Engineer and/or Assistant City Engineer and others in developing and implementing engineering standards, policies, and priorities for the City.
  • Interprets and applies standards in designs and review of consultant work.
  • Assists with project planning and design, developing and administering project terms and conditions, evaluating contract compliance, and compliance with technical policies.
  • Participates in preparation of RFP's and hiring of consultants and contractors.
  • Conducts engineering studies to evaluate the feasibility of proposed or ongoing projects or methods or to determine solutions to existing field problems. Assembles and devaluates technical data. Provides technical guidance or proposes solutions to an interdisciplinary design or research group.
  • Analyzes reports on effects to the community and environment caused by proposed annexations, zone changes, new construction, traffic, and other transportation services. Analyzes impact on water and sanitary collection systems.
  • Reviews plans, structural calculations, and specifications prepared by other engineers and technicians for compliance with City standards, codes, and accepted engineering practices.
  • Coordinates engineering inspections to review compliance with approved designs and plans for commercial buildings, residences, and other structures. Verifies compliance with accepted engineering practices and other pertinent laws and regulations.
  • Administers programs requiring engineering expertise such as for erosion prevention and sediment control.
  • Reviews reports on stormwater, geotechnical, or environmental aspects of a project for compliance with City standards and accepted engineering practices.
  • Performs other duties as assigned that support the overall objective of the position.

Qualifications

Education:
Bachelor's degree in civil engineering, or closely related engineering discipline, from an accredited college or university. Two years of progressively responsible professional engineering experience with emphasis on projects. Satisfactory equivalent combination of experience and training which ensures the ability to perform the work may be substituted for the above.

Required to have active registration as an Engineer- In-Training in the state of Oregon.

Training/Experience:
Ability to organize, coordinate, and review progress and compliance of engineering and development projects. Ability to prepare, administer, and
monitor a project budget. Ability to interpret and apply rules, regulations, laws, and ordinances. Ability to prepare, review, approve, and interpret engineering plans and specifications. Ability to prepare technical reports.
Demonstratable experience using personal computers including word processing and spreadsheet application software and CAD necessary. Experience with GIS software, a plus.

Must have a valid Driver's License at the time of appointment.
Supplemental Information

Supervision:
Received: Works under the general direction of the Director of Public Works/City Engineer or Assistant City Engineer. Independent action is stressed. Assignments are general in nature requiring the application of technical skill and knowledge.
Exercised: May be assigned as lead worker for other technical and clerical employees in the Engineering Department.

Communication:
Internal communications include wide coordination with the City organization. Relationships maintained outside the City organization include daily contacts with contractors, developers and the general public as well as other jurisdictions regionally. Responds to inquiries concerning engineering projects by phone, in writing and in person. May assist in making investigations, conducting studies and preparing and giving reports. May speak at advisory board meetings, neighborhood association meetings, and council meetings.

Cognitive Functions:
Work is primarily governed by West Linn Municipal Code, applicable federal, state and local requirements, and generally accepted engineering and public works practices. Interprets City Policies and recommends changes. Prepares and interprets engineering plans and specifications. Represents Engineering Department at various meetings, conferences, and public forums, as requested by the Director of Public Works/City Engineer or Assistant Engineer.
Performs related work as required. May handle complaints as they relate to engineering and Public Works projects.
May participate in or manage Engineering review of land-use applications and construction of developer-funded public improvements.

Working Conditions:
Has normal business hours. May require attendance at night meetings to respond to public inquiries or present updates as requested by Director of Public Works/City Engineer or Assistant City Engineer.

Duties are normally performed in an office environment which include a variety of activity levels including sedentary and walking. May be exposed to inclement weather while investigating projects or conducting exterior engineering work.

Resource Accountability:
Is responsible for maintaining engineering records for purchases and expenses.
Is responsible for the proper care and maintenance of engineering equipment and facilities.

Medical & Dental benefits. Select from two separate plan options offering flexibility when choosing a doctor, dentist or hospital. Both medical plans include alternative care as well as vision.

Paid Leave. Includes vacation & sick leave as well as 11 paid holidays per year along with judicial, military & bereavement leave.

Long Term Disability. 50% of salary up to $4,000 per month

Life Insurance. Provided by the city at no cost to the employee.
$50,000 for employee and $2,000 dependent coverage
$60,000 for sworn officers & $30,000 for non-sworn


Retirement. The city is a member of the Oregon Public Employees Retirement System (PERS) and may contribute 6% gross pay on behalf of employee each payroll period. The city also offers a deferred compensation plan.


Social Security. As provided by Federal Law.

Educational Assistance . Up to $500.00 reimbursement per employee per fiscal year for tuition and books related to current job description of employee.

VEBA. Voluntary Employee Benefits Account. The city contributes to a Health Reimbursement Account on the employees behalf. These funds can be used for medical expenses and pre and post retirement.

FSA Flexible Spending Account. Option to set aside pre-tax money to cover eligible health & dependent child care expenses.

Additional benefits may be available through the employee's employment agreement or collective bargaining agreement.
