SENIOR REGULATORY INVESTIGATOR – Park Houston Division (Compliance Section) Reporting Location: 2500 Fannin St. Workdays & Hours: Thursday to Sunday 3:30 PM – 2:30 AM (subject to change). Position Overview The Park Houston division of the Administration & Regulatory Affairs Department (ARA) seeks an energetic, flexible, team‑oriented person with a passion for customer service to serve as a Senior Regulatory Investigator. Successful candidates will communicate effectively, provide exceptional customer service, enjoy teamwork, and manage multitasking in a fast‑paced public service setting. Strong interpersonal skills and the ability to drive city business are required. Responsibilities Lead Regulatory Investigators in daily direction and respond to public complaints regarding enforcement, under general supervision. Lead, schedule, and train Regulatory Investigators. Investigate repetitive 311 calls and reports so they can be addressed. Oversee and perform ad‑hoc projects (e.g., news‑rack enforcement, valet enforcement, equipment inventory). Prepare activity reports, including number of immobilized vehicles, ticket information uploads/downloads, and staff productivity. Enforce City Parking Ordinances by issuing citations for parking violations. Enforce policies and procedures. Issue citations for observed parking violations. Report vehicles in tow‑away zones. Check parked vehicles using hand‑held computer devices for unresolved parking violations. Boot eligible vehicles. Report damaged or malfunctioning meters. Report missing traffic and parking signs. Assist citizens with directions and other needed information; monitor, investigate, and report valet zones. Enforce ordinances preventing businesses from operating in the public right of way. Tow abandoned vehicles; enforce various community and residential parking areas. Enforce bicycle lane parking restrictions; conduct occupancy studies to manage curb‑side rates, time limits, or other parking tools. Utilize vehicles with license‑plate recognition systems to enforce ordinances and collect occupancy data. Use the 311 system to review, respond to, and close parking service requests filed by the general public. Perform other duties as required. Working Conditions The job involves long periods of walking with routine exposure to significant heat, cold, moisture, and air pollution typical of outdoor conditions. It requires lifting moderately heavy items (up to 40 lb) and intermittent driving of city‑owned vehicles or riding bicycles in downtown traffic. Minimum Requirements Educational Requirements Basic knowledge of grammar, spelling, punctuation, and simple mathematics such as percentages and ratios – typically acquired through a high school diploma or GED. Experience Requirements One (1) year of work experience in document research, investigations, or a closely related field. Minimum License Requirements A valid Texas Driver’s License and compliance with the City of Houston’s driving policy (AP 2‑2). Preferences Strong verbal and written communication skills; experience in a regulatory or law‑enforcement environment. Must be available to work occasional weekends and evenings. Preference will be given to eligible veteran applicants who possess the necessary qualifications and are otherwise qualified for the position in accordance with Executive Order 1‑6. General Information Selection/Skills Tests Required – The department may administer a skills assessment test. Safety Impact Position – Yes. The position is subject to random drug testing and, if a promotional position, the candidate must pass an assignment drug test. Salary Information – Factors used in determining the salary offered include the candidate’s qualifications and the pay rates of other employees in this classification. Pay grade 14.
