Data & Evaluation Managers

King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community. The Performance Measurement and Evaluation (PME) Unit is seeking interested internal King County applicants for two Special Duty Assignments (SDA) as Data & Evaluation Managers. One of the positions will be supporting the Housing and Community Development (HCD)'s Housing Stability & Major Initiatives. The other position will support the Behavioral Health and Recovery Division's (BHRD) King County Integrated Care Network (KCICN).

The HCD Data and Evaluation Manager will be responsible for HCD's Housing Stability & Major Initiatives performance measurement and routine reporting activities. This includes scoping new metrics and analyses, managing maintenance of existing reporting and evaluation activities, and ensuring timely, high-quality analysis is available to inform leadership decisions about ongoing homeless response system changes that impact the region. This includes:

• Supporting the evaluation of the Health Through Housing Initiative, through internal analyses and partnering with an external evaluator, culminating in publication by December 2026.
• Maintaining routine operational reporting which enables funding through local, state, and federal sources, such as Trueblood Phase V and Continuum of Care.
• Developing monitoring tools in response to leadership priorities related to cross-systems involvement and systems design.
• Centralizing reporting, documentation, and performance measures to ensure communication of key findings is clear and accessible.
• Applying an evaluative lens to required operational activities that enable partners and providers to contextualize the effect of strategic decisions.
• Where necessary, oversee pilot evaluations of new programs introduced in HCD to generate evidence on program and strategy efficacy.

This work will also require deep engagement with HCD Divisional leadership, partners at the King County Regional Homelessness Authority (KCRHA), and members of the broader Seattle King County Continuum of Care (CoC).

The KCICN Data and Evaluation Manager will be responsible for performance measurement and routine reporting activities. This includes scoping new metrics and analyses, managing maintenance of existing reporting and performance incentives, and ensuring timely, high-quality analysis is available to inform leadership decisions about ongoing behavioral health system changes that impact the KCICN. This includes:

• Developing monitoring tools to capture network changes that have implications for Country revenue, including measures on encounters, total clients, Medicaid eligibility, and demographics.
• Guiding modeling and sensitivity analysis that estimate potential impacts (including financial implications) from system changes and inform strategic decisions
• Maintaining routine operational reporting which informs performance incentive payments to County contracted providers, including the P4P and Utilization incentives.
• Developing and introducing new metrics and associated incentives such as new authorizations, follow-up after emergency department visits, and initiation and engagement in SUD treatment.
• Centralizing reporting, documentation, and performance measures to ensure communication of key findings is clear and accessible.
• Applying an evaluative lens to required operational activities that enable partners and providers to contextualize the effect of strategic decisions.
• Where necessary, oversee pilot evaluations of new programs introduced in the KCICN to generate evidence on program and strategy efficacy.

This work will also require deep engagement with the Behavioral Health and Recovery Division (BHRD) leadership, Fiscal leadership, and potentially partners in Public Health Seattle & King County (PHSKC).

The work for both positions will be done through leadership of a team of Evaluators and Data Scientists with deep subject matter expertise and a commitment to equity and social justice. The team sits within the larger PME unit comprised of evaluation and data professionals skilled in quantitative and qualitative evaluation methods, data resource development and management, and data visualization.

These Special Duty Assignment (SDA) opportunities are only open to King County DCHS Career Service employees who have passed their initial probation. The positions are anticipated to end February 2027 but are subject to change dependent on operational needs.
